The actual smugglers are the government officials. In some border towns the trucks reported to the DCE and crossed to Burkina still covered! Mr President, either you are not aware of what is happening in the field or you think you can spin away the issue.

But if those who smuggled in the past have not been punished, how can you convince even the most gullible that in future smugglers will be punished? I feel embarrassed at the inaction.
