The town or city council should hire permanent people to do that job. That is how you create employment. Communal labour is a communist idea that is long gone. If I clean the rest of my village my work is not captured in the country's GDP. If a hired person does it, his work is captured in the country's GDP. Free communal labour just gives the officials of Local Governments a chance to steal funds that are meant to keep the environment clean. If some one is caught deliberately littering, he should be summoned and fined.

The following is my PLAN and STRATEGY in dealing with SANITATION ISSUES if I were to be Appointed SANITATION CZAR by the GOVT:

In most Developed Countries, National Service is about Service to Humanity and Less-Endowed Communities.

Students waiting to enter the workforce become a source of Inexpensive and Abundant labor for Civil Issues such as Sanitation, Data Gathering and Public Education, to name a few. In most of America's Top Universities, lately, Students are required to have served in some Third World Community Improvements Program and Earn Credits in fulfillment of Graduation Requirements.

Here in Ghana, Students are TRANSITIONED on to the Workforce, by being spread over various Institutions which have No NEED for them because they already have Bloated Staff and they end up doing CHORES such as Preparing Tea, Serving Guests of Senior Officers, Running Errands and quite a few of the Females, being sources of Free and Inexpensive Sexual Escapades of their Superiors.

A couple of years back, I wrote a Paper that I sent to a few Sanitation related Institutions. The Paper sought to suggest STRATEGIES that can be deployed to address most of our Sanitation Issues using National Service Students.

As most readers may be aware, our Political system is Broken down at the Constituency Level to Assemblies, Wards, Units and Cells. So therefore, what we do then is to assign National Service Personnel to Units and Cells. The number we send to a particular Unit or Cell will be determined on Case by Case Basis. For Example, few places like AGBOGBLOSHIE MARKET and Other Highly concentrated areas will be Assigned more Service Personnel than more organized and better maintained areas such as Osu, Legon, Ministries, etc.

The Students will supervise Laborers assigned to them who will be given simple Implements such as Shovels, Will Barrows, etc. To encourage the Laborers to take Good Care of the implements, the cost of those implements will be Amortized from their Salaries over a determined period until fully Paid for. Those requiring new Implements because they lost what they had or they were no longer useable must always keep in mind that they will get them but will Pay for them over time.

At the End of the Students' National Service Period, they will have a PROGRAM EXIT APPRAISSAL FORMS to be executed by no Less than 20 People within the Communities they served in.

Public Announcements will be made to sensitize Community Leaders that if they Sign-Off on Service Personnel that have not performed well, their Communities will be the LOSERS.

Also, there will be Community Sanitation Audits in some Areas determined by Sample Selection methods. Of course, Some Places may almost always be included in the Audit.

How well the Service Personnel perform will be a DETERMINING FACTOR in Landing a Job with the Best Performers getting Rights of First Refusal at the Most Sought After Jobs.
Of Course, other qualifications will feature in the considerations.

You see, by engaging our Service Personnel in this manner we Expose them to Decision Making, Supervision and Leadership Issues and they enter the Workforce Better Prepared and More Focused and Mindful of their Environment and with a SHARPENED Sense of Community Awareness and Responsibilities of a Citizen.

This Program will be COST-NEUTRAL since the students are already being paid under the NSS Scheme and the Laborers will be Paid from Community or Cell Collections. And believe me, Community residents will be more than eager to pay a few Cedis a month to have their communities well cleaned and maintained.

I hope somebody who matters in such Matters in our Government is reading this because the Paper I wrote on this issue, it seems to me, was never read.

We all cannot serve in Govt. BUT can contribute to help make things BETTER.

This is my contribution. If I am Appointed SANITATION and CORRUPTION CZAR, I will do these things as PUIBLIC SERVICE to my Country.

Our President and his Vice and other TOP Officials can then focus on the work we elected them to do. It makes sense ONLY ONCE in a WHILE to see the President and his Top Men CLEANING GUTTERS. You increase the Frequency and they are Simply making a MOCKERY of Governance and what Leadership is about.

Our national system of governance is broken.No one adheres to building codes hence we have dwellings without basic facilities like toilets,bathrooms and kitchens as required features for habitation.Even if these codes do exit,those who ARE PAID to enforce them enrich themselves by taking bribes and allowing the citizenry skirt the law.And what do our leaders do? Wake up one day,dressed all up in boots and shovels in hand to clean our filthy environments.
When I was growing up off of High St in Accra,there were employees of the PWD(Public Works Dept)who clean our gutters and streets EVERY MORNING,before day break and throughout the day as needed.
Monies were allocated for that purpose and our mess were taken care of.These days our leaders would rather ride in gas guzzlers supplied by the State,live in bungalows that they get to authorize expensive renovations,take trips in the course of their duties and charge us per diems,loot our scant resources without providing us with bins to put our trash in then after our cities are overwhelmed with filth,they come out to show us how to clean our filth or else...Wow! what a country we have.Oh and an aspiring candidate is promising to be a BISHOP.HA!HA!HA!What a country we have in Jesus.

They don't ask anyone permission before going to church, work, weddings, hunting or simply having fun after 5 days of hard work and payment of tax. The minister is too stupid to realise he cannot dictate to adults how they should spend their weekend. If the president and his ministers are too stupid to utilise their time in the most effective way it doesn't mean the rest of us should join them. Does the president realise he can create over a 1000 jobs by utilising those hours to talk to business leaders. Donkeys cannot rule

The first Saturday of every month is when most funerals are held the reason being that people just got paid,they have money in their pockets to attend funerals so if you are asking people to go out and clean you will only get few people on the streets.
For example,the first exercise was on November 1st which saw all Anlos and others not taking part because the day was Hogbetsotso festival which Anlos and others who went there did not take part,even the president had to spend few minutes with the people of Sogakope to do something to symbolize the occasion on his way to the Hogbetsotso festival.
Do you expect Anlos to cancel or to postpone their festival in favor of cleaning?
They need to sit down and plan well before making that law to make it work instead of making noise that people could be punished for not taking part.
Before the revolution Accra was so filthy that places such as the main lorry station called Kotoka station the toilet piled up many yards away from the toilet itself and was like a rock that people had to walk on before going to attend natures call but with the policy of that government back with action that placce and others were cleaned up making it a suitable place for humans up until in recent time when we decided to go back to those days because we claim we are in democracy the laws don't matter anymore.
We all know what happened to those who liter around or throw things out from moving vehicles those days,something very common these days that you can even see people coming out from vehicles at Tema Roundabout in a heavy traffic just by the roadside to free themselves.

We need to pass laws to make businesses have toilets in their premises and trash cans placed in front of every business or office otherwise this exercise is useless.

-Citizenry should plan and adjust their activities (schedules) according to the National Sanitation Day, set aside for the clean up exercise, which is 1st Saturday in every month. Government cannot adjust to everyone's activities (schedules). Thank you.
