I vehemently disagree with Dr. Nduom on sanitation. Is he telling me that the government must come an clean his house and around his house for him. Just last week,my Landlord was given a summons (ticket) in Brooklyn for failing to sweep away leaves that had fallen on the curb in front of his houe fro a tree standing in front of the house. The government or city clean streets and not peoples' houses. Ghanaians need to learn how to clean after themselves and please do not blame the government.

He is saying the Ministry of Local Government and Rural Development, Metropolitan, Municipal and the DCEs are giving money to work on sanitation, they are no doing it.Please Kwaku, Dr.Nduom is not saying that they should go to homes and houses to clean .The man is not wrong as you are saying.Again to fix the real problem of incompetence we have to elect our own leaders.

As far as I can recollect he NDUOM was the Minister for energy during Kuffours era when the issue of prepaid meters was introduced with the chunk of the supply going to Kuffours son. Was it a bad leadership of President Kuffour. Such ingenuous and loose political talk shows the caliber of the people fighting to come power. Am not surprised that NDUOM has never ever won any serious elections. God is watching these fork tongues .

I have worked with Dr. Ndoum and we have collaborated on several projects to improve the lot of SME's in Ghana when I managed a project called the Enterprise Support Services for Africa (ESSA). We held several very useful meetings and training sessions for SME's at his place in Elimina where he contributed immensely to our program's success. I respect Dr. Ndoum a lot, but take grave exception to his comments about pre-paid meters. In a developing country like Ghana where thee system for collecting and tabulating and billing electricity usage by workers going from house to house is fraught with corruption, difficulty (imagine walking in the hot African sun, with no better means of transportation, day-in and day-out going into peoples houses, sometimes meeting no-one home and having to go back several times, just to read their meters.) I would like Dr. Ndoum to try that for a day. The process is inherently inefficient, time wasting inaccurate corrupt. Meter readers collude with home owners to re-gig the meters to read slower thus resulting in lower payments. Ther are lots of people who don;t pay their rates resulting in huge accounts payable for ECG that cost more money to collect. Prepaid meters are the best solution and best practice under our situation in Ghana. People buy their cards, insert into their prepaid meters and monitor their usage. They buy more if they notice that they are running short. This not only helps them to budget how much electricity they can use, but also helps to control how people use electricity so that they are not wasteful conserve a limited resource. Prepaid meters also save the ECG a lot of headache in managing a workforce of electricity meter readers whose performance one cannot easily monitor. ECG also get access to cash before even the electricity is used, thus giving it a constant and reliable flow of cash that helps it to plan and manage its affairs efficiently. Only problem is that ECG is overstaffed, management is not up to scratch and there are a lot of illegal connections. If I am not wrong ECG losses about 27% of its transmission through distribution losses. Left to me alone, all old meters would be converted into pre-paid for the few reasons that I have listed above. Unfortunately, it seems Dr. Ndoum is playing politics with this particular system of electricity suply and taariff collection which I am sure he knows deep within himself is probably the most effective and efficient process, given our circumstances. The clean-up exercise, that is another issue. It is true that the government collects taxes and that there are people who should be held responsible for keeping our surroundings clean. But where in the developing world has this been successful? First, how many people who should be paying taxes actually pay their taxes? Our tax collectors actually collude with the few who pay taxes so that they would pay as little as possible without taking into consideration the harm that they are doing to the country as a whole, because they get kick-backs. Why does the government always have to go begging or loans? If we collect enough taxes and all those who are supposed to pay taxes are paying up, there would be less need for the GoG to go begging for loans. Now back to the monthly clean-up exercise. yes, the municipalities, towns and cities are responsible for cleaning the environment, but what is the harm if the government encourages ordinary citizens to also play their part in helping keep our environment clean. Where the line should be drawn is to not make it a criminal offence as that would be tantamount to a dictatorship. But Ghanaians, in general, should be proud enough about their environments to keep them clean. But alas that is not the norm. I visited Ghana with my family in December 2013 and as usual we took a trip to Elmina and stayed at Coconut Grove, Dr. Ndoums's resort. We visited Kakum and did the canopy walkway and also visited the Elmina Castle. Now Ghana is supposed to be encouraging tourism and these two sites re supposed to be two of our premier tourist attractions. But what did we see. The canopy walkway is poorly maintained since the Canadians left. The stings holding the walkways together are in disrepair and falling apart. One of these days, we may have an accident. The Elmina Castle is an eyesore. It needs a coat of paint. Entrance cgarges are exorbitant. What do they use the money for? GHC 40 to take a camera into the castle, no receipt given. There was a huge puddle of dirty water at the front gate that greets visitors. The gateman seems oblivious of the mess he is sitting in. He does not greet visitors, but wants to be tipped. People come onto the grounds near the parking and piss all over the place. There is no proper parking lot, just a dirt patch. There are hooligans harassing and trying to extort money from visitors for a "football club". There is an old rusty bridge that could fall over any day that is the main connection and throrughfare between the town and the market, another filthy area where no-one should buy food that is spread on the street.One can see people defecating on the beach where the fishermen land their catch. Talk about an incubator for cholera and all the other diseases that Ndoum was belaboring. All this is right in his backyard. So why does he not clean up his act?Lastly, with regards to South Africa, which was one of the example given by Ndoum,I can assure you that some of the biggest problems in the townships and municipalities are related to service delivery, including keeping the environment clean, lack of regular and reliable supply of electricity, water, etc. The country is presently going through a load shedding exercise where electricity is cut off almost daily. I am sorry Dr. Ndoum, I am apolitical. I don't give a damn which political party is running the country, so long as they do a good job. There are a lot of things going on that need to be addressed. But I think we should look at the bigger picture and find ways in which we can all pull together for a better Ghana. In these particular cases, I think you are a bit off base. Dr. Nduom is excellently correct in his assertion. There's no leadership, however, the most important question is where is the DACF which amongst other things serve to ensure waste management and sanitation in the metropolitan, municipal and district assemblies?
