The catch, electricity and the gov't does not even want to think of solar energy for the Ministries but can spend millions of dollars on the Black Stars

Electronic medical record system uses computers. Mr. VP how can we employ such system when we have no electric power to run our institutions? Merely "calling for" is the easy part.
