At least 45 states and Washington, D.C., also have state tax incentives for homeowners and businesses, and some local governments offer additional incentives, like property tax exemption. Some states have rebates, and some have solar carve-outs in their broader renewable electricity standards that offer solar system owners a chance for additional revenue.
All told, in leading states, the price drops and combination of incentives mean that an installed system could cost less than $10,000—a far cry from what solar was costing just a few years ago.So even in US with Government interventions you are looking at $10,000...Question again how many Ghanaian can afford...What is the Govenment intervention plan?

The Government should invest in training young men/women and provide them with financing. This equipped graduates could compete on the national market to bring pricing low and affordable.
Our governments rely on individuals to get into such ventures in a country that is not business friendly. Because most of Solar Energy compartments is imported. Since Dollar rate is not stabilized enough for long term business planning, drastic measures should be applied to make such venture easy and successful.

Solar energy is a very good power alternative source of power to our hydro electrical power that the country citizens are accustomed to. However, affordability by majority of it citizens is not practicable. Why can't the government assist in this urgent project by the embarking on introduction of subsidies to make this project meaningful. If they can afford to offer free electricity supplies to farmers in the rural areas, then they should be able to up this challenge by the scruff of the neck and get things moving in the right direction.

Indeed, it is obsolete technology, has no relevance in 21st century energy generation, and with increasing caps on emissions being championed to address climatic and environmental changes, any mention of coal in present day global energy dynamics reeks off a 60's mindset to 21st century energy development needs. It's a non-starter and Dr. Donkor should apprise himself of the newer technology driving energy generation which is progressive, sustainable and environmentally friendly, sound, cheaper over the long term and addresses the very critical concern of human safety.
Solar energy as mentioned in his outlook, provides one of the single most important avenues for energy sustainability over the long term, and in this regard, policy and programs as well as direction should be provided by gov't working in concert with academia, specifically, the Electrical and Electronic Engineering Dept of KNUST, our Polytechnics, etc, etc to see how best research and development can be scaled up to make the issue of solar technology and it's use in our environment, an integral part of our energy generation mix.
The inability of Ghana to tap the readily available and abundant resource of the sun, through solar technology is a serious indictment on the part of our leadership and the needed commitment and wisdom, in seeking to address the persistent and intractable energy deficit in the country via solar technology with it's added benefits of employment generation, technology transfer and environmentally friendly and sustainable energy generation.
Some would argue that the initial cost and financial outlay is a disincentive with other factors such as those players who benefit from the current situation being an impediment, but all across the developed world, solar energy has become an important marker of sustainable, effective energy generation, with beneficiation effects across board, when the whole value chain of solar energy generation is considered.
It's even criminal that Ghana has not looked very, very seriously about how to benefit from this natural resource.
Incentives need to be provided, tax breaks need to be given, research funds and grants need to be provided for R&D into more concentrated and efficient photovoltaic cells which greater absorption capacities, industrial concerns that would produce these panels, homes, business, industries, shops, housing communities/developments, etc, etc that would be employing the technology would have to enjoy the breaks and incentives to use these panels, and the extra energy generated as a result of installed capacity from these projects should have a backflow to feed into the grid system.
It's a game changer over the long term and requires commitment, vision, focus and intelligent application of all the factors from gov't through to academia and industry working in sync to make this a reality, whilst also, realizing the full complements of UN protocols on sustainable energy generation via green technology.

With all this fanciful talk about another ministry, the most important question to ask ourselves is, does Ghana even need a new Ministry of Power? How does the Ministry of Power seek to address the electricity power requirements of the country, which the Ministry of Energy is not doing? Is the Mahama NDC gov't saying the Ministry of Energy is being incompetently run and therefore, Ghana needs another taxpayer funded and institutional drain on the national purse? If the Minister of Energy is not delivering on his mandate of ensuring the country has electric power, does it make managerial sense to create a whole new parallel ministry to do what the Energy Minister is supposed to be doing? Where in lies the prudence? Where in lies the managerial competence? Where in lies the pragmatic and judicious application of resources which is badly needed in the face of austerity measures?
Clearly, this is a complete drain and waste of resources bothering on
ad hocism and also, on political pandering of the problem as against solving the real, germane and intractable issues. Ghana doesn't need a Power Ministry. Ghana needs an efficiently and effectively run Energy ministry based on competence, the injection of the resources needed to address the energy problem, and excellent delivery which takes cognizance of the urgency of the electric power generation conundrum.

I read one of the leaders says ; they are not going to reduce the price of the Fuel despite the lowest oil price in the world market, because they have to pay debt owned previously. Not that , but because he is living in his comfort zone now, so he doesn't care about others who are trying to feed their family by themselves not the government.what an unfortunate leaders we have as a nation.
My advice to them is to him more is given more will be expected from him, when the time and judgement comes.

We should look into establishing wind farms along the Mampong hills, the Afadzato mountains, the Kwahu-Akwapim escarpment, and the Shai hills, not to mention the littorals of Axim, Anomabo, Apam, Ada, and Adina in the Volta Region. The sky is the limit for us in fulfilling our energy needs. I don't know why we continue to experience the embarrassing dumsor dumsor.

The government should only set regulations to be followed by the private sector. Do not license political goons; rather, allow all qualified and capable business owners to be licensed, regardless of party affiliation. The country has abundance of sunlight, and that needs to be harnessed, for in the long run, it'll proof more beneficial to the general public while also saving people lots of money. Try not to set unrealistic goals such as every house in Ghana must go solar. rather, the goal should be to get more homes to go solar, and the market place will eventually determine the success of the program, provided the government puts in place a sincere plan and lends reasonable support to businesses that get into the solar market.

Just imagine if every Kofi and Ama, who could afford it, were allowed the option to import solar, wind and other alternative energy systems into the country - free of customs duties. I bet many Ghanaians, and certainly most in the diaspora would rush to send down systems to incorporate in their homes, or help their relatives to acquire the systems. Solar, wind and other alternative small-scale power systems would then mushroom like we now find mobile phones everywhere in Ghana. It doesn't make sense for us to be solely dependent on the erratic Akosombo HEP for our electricity when we have more than an abundant supply of natural and dependable solar energy. When the NDC nominee opened his mouth again it was a dumb statement about coal energy.
At the time the US, UK, and other countries began investing in coal energy production to power their industries and domestic supply they knew no better and had very little to no choice. Over several decades the health and environmental hazards of coal energy did not escape the scrutiny of environmentalists and health experts. Despite resilient protestations from coal energy major stakeholders and beneficiaries most countries are drifting away from fossil sources of energy to solar and other renewable energy sources. Are we so dumb that we want to commit ourselves to repeating someone else's avoidable mistakes and say unwisely to ourselves "damn the consequences"? If we can't re-invent the wheel, if we can't blaze new trails in renewable, dependable and safe energy sources, can't we also follow the trailblazers? "Eye asem ooo!"

Introduction
I. According to a recent article in the Solar World Magazine "The sun provide us with more energy in day than we use for the entire year”. (Morton)
II. Good evening, I am ex PG&E engineer and currently a Solar Entrepreneur.
A. I am also a Senior member of the International and American Solar Energy Societies
B. And member of the North California Solar Energy Association.
III. Tonight I will give you a brief history of the two major technologies that we employ today to utilize a small fraction of the available solar energy and then I will talk briefly about the economics of using solar energy.
Body
(Transition: Let’s start by identifying the technologies..)
I. Main Point: The two technologies are Solar Thermal (ST) which utilizes the heat energy of the sun and Solar Photovoltaic (Solar PV) which converts sunlight energy directly into electricity.
A. First, solar thermal is the oldest solar technology and according to article in Solar Max Technology, ancient peoples from the Egyptians in Africa and the Aztecs and Mayans in the Americas used solar thermal energy for drying, cooking, heating baths and warming their homes. (Max)
1. Today, in California we produce solar heated water for a variety of uses in our homes and businesses such as laundry mats, hotels, restaurants, supermarkets and wineries.
a. We also used solar heated water in our public and private swimming pools.
2. One of the earliest documented cases of solar water heating in the US involved pioneers moving west.
3. They would place a tub filled with cold water in the sun all day to generate heated water for baths in the evening. (Fernandez)
B. The next technology is Solar Photo Voltaic which converts sunlight into a voltage.
1. In Photo Voltaic.
a. Photo means light
b. Voltaic is derived from word voltage.
2. The Photo-voltaic effect was first observed by a French Physicist in 1839.
3. The first practical Photo Voltaic devices were developed in 1954 at the Bell Laboratories in Berkeley Heights, New Jersey.
4. In 1958 these devices, which we now call solar PV panels, were used to power the Vanguard I satellite and have been used on nearly every spacecraft and satellite since. (Dunlop)
(Now that you know a little about the history of the use solar energy, let’s briefly talk about solar economics)
II. Main Point 2: The basic of solar economics is to drastically reduce or eliminate your monthly electric utility bills and use the money you save to pay for the solar PV system.
A. The monthly savings on your utility bills should pay for the cost of PV system in about five year.
B. This will provide you with about 15 additional years of free electrical energy base on the expected 20 year useful life of the average PV system.
C. However, the high initial cost around $15,000 for a typical residential system and the lack of qualified installers was limiting the growth of the solar industry in California.
(Transition: However, a brighter day for solar was on the horizon…)
III. In 2005, the California solar industry received “a manly boost”.
A. The state legislature passed Senate bill SB1, which provided funding for the California Solar Initiative, a product of Governor Arnold Schwarzenegger’s campaign pledge and “Vision of 1 Million Solar Roofs in California by year 2018”. (Comission)
B. The California Solar Initiates, is an innovative program funded by the state government and administered the state electrical utilities.
1. It provides rebates, income and property tax credits and other financial incentives for California home owners and businesses to install solar energy systems.

I. We have talked briefly about the history and use of solar energy and little about the economic incentives to use this greatly underutilizes abundant source of clean renewable energy.
II. Hopefully the information I have shared with you tonight, will energized you to consider going solar. Thank You.

I sincerely hope the Minister has plans in place to realize this proposal. Even if there are no plans yet in place, I do suggest that let the planning begin, because this is a good idea. Diversifying Ghana's energy sources can easily attract the needed investment either local or foreign to make the idea a reality. Good luck to the Minister and the country.
