Ghana is an officially two party state like the US and no matter how the other mushroom parties struggle they will never have any impact on Ghana's electoral system.
I know they don't want to hear that but that is the fact nobody can erase.

Why African leaders always want to be called presidents and not prime ministers? With the exception of the French speaking countries, whose systems have a president with a chosen prime minister to run the day to day affairs of the country, almost all the English speaking African countries inherited the prime ministerial parliamentary system. Most of them after independence chose or imposed the presidential system on their people with vast powers unnecessary for the countries' development, and without a strong parliament to check the executive and abuse of power. Frankly, the presidential system is too expensive and too imperial for a small country like Ghana.

I totally agree with Prof. Griffiths that the Executive system of government is detrimental to our democracy - our political system is not mature enough to practice the Executive system of government. We all were witnesses of how Kofi Diawuo Kuffuor abused the presidency and took it to the cleaners.

If Ghanaians were smart enough, they would have amended the constitution and rein in the presidential system in favour of parliamentary system, but because we are dumb and ignorant of these foreign systems, Kuffuor's profligacy went on for eight years without the acute awareness of how the system was flawed. I have always maintained that the Executive system of government is akin to dictatorship and we must get rid of it; the parliamentary system will transfer power to the Speaker of the house and that is preferable to the current Executive system.

We must also not go the Turkish way where the Prime minister having been elected president, has simply 'switched' the roles, making himself much more powerful than the elected prime minister.

But I also agree that what is most important right now is to strengthen what we have and make sure the constitution is being properly followed and all playing their respective roles whilst we explore other possibilities.

Sir, I agree with you to some extent but it is not a question of funds that we have to think about. We have to think about restructuring the present representation in Parliament to fit in with the 2nd Chamber. The present system with an Executive President has not proved beneficial to the country but rather opened the way for a disguised Dictator and his cohorts to benefit from the resources at the expense of Ghanaians. The 2nd chamber will be a check on Parliament and act as a true representative of the people in stopping abuse. After all, the funds that you talk of are still being wasted in the present system and it would serve a useful purpose to find a way to curb that by introducing the 2nd Chamber which the British put forward to Ghana in 1957 but Nkrumah and the CPP Govt. rejected it outright.

The USA chose a system that fits their ideas and ideals of what nation they wanted to live under, and they chose not the British system.
Why then should anyone in Ghana think it is okay to take advice from any nation, especially those from nations who savagely raped Africa of its natural, mineral and human resource for decades?

A multi chamber system not only increases the overhead cost of government but become a vehicle for accelerated bribery and corruption that will come by way of foreign and domestic lobbyists who will buy our elected officers to water down our laws thereby enabling others to dictate what they deem good for Ghana? Our elected representatives under a multi-chamber system would be reduced to puppets masquerading as legislators. Do we need two chambers of representatives who will ensure their retirement packages makes them rich for their miserable and sorry lives even as they sell out to foreign interests? What is good for Western so-called democratic laissez-faire economic nations is not necessarily good for Ghana. There is nothing for free in a global competitive market

Nothing else shall work in Ghana. Everyone in that country is somehow corrupt.. We can even try the federal system and that won't work either. Unless we change our minds from corruption and improve our enforcement methods.

Yes, Ghana's need for 2nd Chamber is long overdue because since the introduction in 1957 of a unitary form of Govt. under Executive President no way has been found to carry the country forward and improve the life of Ghanaians. Time, in my view, has proved beyond reasonable doubt that those we vote into office, be it NDC, NPP, CPP or any other, do not have a clue about how to run a country to the benefit of her citizens but rather to enrich themselves. It is, therefore, time to have a 2nd Chamber to represent the people in the real sense as MPs under the present system are there only to represent themselves and not the country. Just consider the recent refurbishment of Parliament with furniture, carpet, etc. being imported from China and work involved being done by the Chinese!! It is sheer folly and disgraceful of Parliament to allow that to happen with timber and good craftsmen available in abundance in Ghana. It is time we sit back and think deeply about the country rather than our individual selves and find a way forward for the country for Ghanaians cannot continue to suffer like in present times.
