John is himself the number one thief, so how can he discipline thieves. He has to steal to look after his 23 or so children. Therefore all hands on deck. All appointees must must take whatever they can grab. This man is simply unfit to be president.

Ghana will definitely be better off without John Mahama. The monies being given to our very stupid chiefs is stolen money. it is monies that should go to repair our roads.

Did you not see kuffour sporting a Mega gold chain like a drug kingpin to show how he can spend Ghana,s money on himself.Am giving you all these instances to show that corruption did not start two years ago when mahama came to power. Right now kuffour is one of the richest person in the country for his eight years in office. He could not acquire that much wealth in his forty years of public service so you see,corruption started long ago and the whole country must get a grip and find an immediate solution to it. It not easy to do all in two years. If you know how tough the industralised countries are finding it hard coming out of the global reccession,you will see its impact on third world economies. Corruption is a problem but do not follow the npp line of thinking that corruption started when mahama came to the scene,its nonsense and shallowness. Again the npp has open an attack line of "contract bloating" in all their criticism and most have fallen face down in logic. Ghana is not for a particular group or tribe but for all ghanaians so should make constructive suggestion to move it forward in development. Long live our nation.

Yes, he should be forced to reveal the so-called "International Firm audited report" which, according to him, showed payroll fraud "was orchestrated and well planned". If he is an honest person who wants corruption to be eradicated from the Ghanaian society, this is an opportunity for him to expose those who are involved in the complicity of corruption. The incompetent President John Dramani Mahama has a lot to lose in addition to the uncontrollable corruption in his administration.

The IMANI Boss can only be persuaded to either deposit what he has in his possession with the Registrar of the SUPREME COURT of Ghana or go to the press with the information.

Why should CUDJOE spend money to file a case over this issue? Dr. Apaak should plead with Cudjoe not to go to the press with the information at hand.

Apaak should cross check with the Controller and Accountant-General himself to acertain the truth.

After that, Apaak can boldly come out to challenge IMANI PRESIDENT.

Apaak's bragging will not help the nation.

Okidoki: Dr. Apaak, here we go, Part I of extracts from the Audit report. THERE ARE MORE......
Findings with direct financial impact:
i. The IPPD2 processes salaries for employees on unpaid leave.
Currently, there are instances of salaries being processed for employees on leave without pay, study leave without pay and unauthorized leave. We recommend that the system be configured to exclude employees on unpaid leave before processing of payments. Processing of unearned salaries for employees on unpaid leave in the system should be stopped with immediate effect in order to avoid further financial loss to the State. In addition, adequate recovery measures should be in place to ensure unearned salaries are retrieved accordingly.
ii. Double payment of salaries when employees move from old salary to new salary structure.
IPPD2 processes double payments when employees move from old salary structure to the new one. The new salary element gets attached to the employee while the old salary does not get terminated in the IPPD2. This is primarily due to the existing manual process of terminating old salary structure and assigning the new structure to employees. This current practice must be stopped and the old salary structure elements be terminated in the system automatically when an employee moves from the old structure to a new structure. Added controls should be incorporated within IPPD2 to validate or check the salary structure the employee is on prior to calculating the monthly salary.
iii. Payment of Income Tax can be avoided in IPPD2.
Income Tax computation logic built in IPPD2 can be bypassed by users and any amount entered is processed by IPPD2 as income tax. Access to modify/bypass income tax computations built in IPPD2 is a major risk and should be disabled with immediate effect.
iv. Payment of salaries to potential “Ghost Employees”
There are 3,288 potential duplicate employees that have been identified in IPPD2 having identical first name, last name, national identifier, date of birth and joining date. This could potentially cause a major loss of revenue to GoG. As a matter of urgency, duplicate checks on employee first name, last name, date of birth and other key parameters if applicable should be introduced into IPPD2. Data entered during hire should be validated and rejected/notified in case of potential duplicates.
v. Duplicate/Invalid Bank Accounts in IPPD2
There are 2,498 invalid/duplicate Bank Accounts being used by 55,219 employees in IPPD2. This is a major gap in IPPD2 as duplicate accounts could be used to perpetuate fraud
The validation of account numbers during input is very critical to mitigating the risk of fraud in payroll processing.
