  In 2014, the polytechnics were allocated only GH¢150,571,282 out of a budget request of GH¢325,547,304 -- leaving a funding gap of 54 percent. With a combined student population of 53,078, the amount that government spends on a polytechnic student per year is only GH¢2,836.
  
  This amount, the committee said, may be compared with the euro equivalent of about GH?18,000 (on the average) that the German government spends on a student attending a University of Applied Sciences.

  The technical committee members should visit and study several "technical universities" anywhere in the world, and also community colleges in the US, compare their missions and their annual budgets before making decision.

  When is the right time to establish and accomplish this bold and audacious African mission. I have Nigerian some African friends, whose kids are studying or studied in Ghanaian Universities, so would it be ideal for such missions to commence on strategic STEMIC campuses, close to Ghana's boarders soon? KNUST fir instance,could have campuses or HUBs in every Region for the Technical University Education & Enterprise Purposes and that purposes alone.
  
  The concept and course content should not be a problem with Hi-tec, Effective Equipments and Digital or E-learning. Please visit stemics.org for a pilot CRID.

  No one is obliged to have a degree or have Ph.D's simply because of enrolling, to Study on a University campus. Some Distant learning curriculum has elevated many scholars from poverty and unemployment, so, why and how does that happens?
  
  Creative people, after a short exposure to a well resourced University environment, starts-up their own business or networks immediately, thereby facilitating innovation and breaking off status quo off long and boring boundaries.
  
  The mindset of most people who believes, are unemployed is simply hanged on the a system and perception of how to earn a living or gain fruitful employment from someone's innovation, like Apple, Microsoft, android etc, etc.
  
  Yes polytechnics, when well resourced would churn out outstanding entrepreneurs and innovators, however, not without business friendly environment, like Banks, cooperatives and financial packages to break certain boundaries of funding.
  
  How do the Laboratories, and workshops or even libraries of KNUST in Kumasi looks like today? What caliber of engineers has KNUST been producing as compared to Ashesie University graduates weather in diploma or what-ever, the original purpose of Technical Universities was to enhance 8Es.and create sustainable jobs with or without the world bank! Come again and let's quit from that imperial Tactics, Trains,Terrain & Training.

  Read the stupid basis for the computation of the figures: 'For quality skills training in the future, the committee recommended that the recurrent budgetary allocation to the converted polytechnics be at a level that corresponds to at least 50 percent of the unit cost for training students at similar institutions in Germany.' You cannot use German figures for the estimation of cost of education in Ghana. The question is how much do Germans Pay their lecturers compared to Ghana. What is the unit cost of electricity and water in Germany? We should also note that Germany is in a temperate region which will require a lot of heating in the Winter to keep student in the classroom. Moreover the German system observe a very high evironmental standard which will require additional cost and facilities to meet those standards. For instace, can you imagine the cost of getting one Agama Lizard for experiment in Germany compared to Ghana. These stupid committee members must be a bit realistic.

  Middlesex University once a poly-technic did not dropped Vocational and technical subject but beefed them, to ensure that students could still make some living whiles studying at various level with the help technology in prudent funding,let's encourage innovation and stop copying other blindly.

  Sure JW, names and tittles might be deceptive, however, core value and original purposes, if well laid down would fester with time, commitment and determination.
  
  I am not proposing any copy and paste educational policy for Ghana, my worry is the understanding, mindset and perception of many academicians who are seen, spewing their innocence, ignorance or intellectual laziness publicly.
  
  I know people with higher educational credentials, who have purged their consciences from dead works and have become catalyst, in the imparting of credible life skills to many people.
  
  What matters is not the politicization of Ghana's pressing socio-economic needs but ensuring, that pragmatic,transparent, responsible, accountable, deliberate, efficient and safe systems are instituted, to guarantee that quality work pays. Ghana must divert from the hoe and cutlass culture of farming and pick axe and manual tooling methods of industrialization in this century. Effective & efficient technical & vocational education system must be designed for creative people with less interferences from non- scientific and less optimistic people. Ghana must work again

  May we further ask: "How were they able to do it in so short a span?" Preparation. Moreover, are degrees discrete or continuous? An important addition that is often muted by the dings of the fora.
