I usually don't want to comment on articles from Al haji, becase most of the articles are propaganda inclined. However does Mr Pratt know what insurace is all about. In Europe and for that matter in any civilised society except in Ghana any institution is insured against anything: fire,floods,theft and anything that that has value. In most parts of Europe if you don't clean the snow in front of your house and a pedestriant falls because of the snow the owner is held responsible for all damages incured. Kwasi Pratt should grow a little and stop this irresponsible attitude.

However, prevention must always precede and by all possible means *prevent* damage control.

What is it with this lax attitude of most Ghanaians towards fires?

Considering the way many in Ghana light fires en passant without watching them, willful arson would only be my second guess. First news reports have even mentioned a burning bush near the storage building...

These uncontrolled (bush) fires are pure madness with the risen population density by now.

The times of traditional methods of 'slash and burn'-cultivation and 'waste'-burning should be over, but nearly no-one in Ghana yet understands the consequences.

Especially in recent decades, settlements and infrastructure have spread to even remote parts. Compare the sizes of the villages now and thirty years or so ago. Nearly no place is spared from reckless poachers and hunters, often farmers and mere thrill-seeking arsonists just throwing matches into the tinder-dry 'bush', without even considering to cut firebreaks. Many times just in hope to catch some small animals. If they would not use their money in the beer bars so much, they would usually even have enough to buy some meat or rear livestock animals.

That way, due to erosion and soil degradation, in about a decade Ghanaians would starve helplessly en masse in a year of draught and/or financial crisis (memento 1983!), because the landscapes constantly ravaged by fires can no longer sustain yields, even with plenty of fertilizers.

BTW - I don't believe that most Ghanaians can yet grasp the scale of 263 million GhC.

In a political environment where certain elements believe that,the easiest rote to achieving political power,is to engage in palpable mischief and criminality so as cause disaffection for those currently in office,no Insurance company will agree to underwrite any state properties. In less than a period of one month, we have already recorded numerous and suspicious fire outbreaks,[infernos]which have resulted in billions of Cedis loss to the state -ECG meters needed to initiate a new program,and now this CMS 'disaster' involving critical medications for AIDs and other patients.

Most governments and large corporate entities in the civilized world opt for self insurance, typically driven by cost benefit analysis. But there is a legal framework the facilitates self insurance. The government of Ghana does not need any company to underwrite or provide indemnity to any of its assets. A legal framework is rather needed to facilitate the concept of self insurance in Ghana. Our leaders are very ignorant just as much as the so-called insurance experts in Ghana.

Do you remember when AIG has to be bailed out by the US Govt? Insurance is a product you buy but pra to God that you don't have to use it. You buy when you determine that your risk exposure is unacceptable. All that takes into consideration your total assets and liabilities. Insurance companies themselves have to purchase reinsurance. The Govt. will be wasting money on insurance premiums. When do think the Govt. will get paid after all these fires? And can the Govt. prevent these insurance companies from declaring bankruptcy after collecting hundreds of millions of premiums? Govt. owns SIC and uses it to insure itself, Govt.,. The time comes to file claim and collect. But will Govt. be collecting from itself? So why buy the insurance in the first place if you can self-insure?

There are three (3) options available to government but the option of choice must be based on a more probable event and desired outcome. Currently the government has assumed the posture of being self-insured thereby paying the cost to rebuild or replace property and or life when lost through fire or acts of vandalism. The second option is to take a higher deductible insurance premium that will reduce the amount of monthly premium payment through a privately held insurance company. This should give the government leverage in negotiating the kind of coverage and premium payment with an insurance outfit. The third option is a blend of self-insurance combined with a working, effective and robust CCTV security camera and electronic access system. After all if an entire government property is covered by both mechanical systems, intrusion system and a CCTV security system, the government and monitoring entity will know the minute there is fire trigger by a faulty mechanical or fire system, a break in unto the property by vandals while CCTV provides possible images/clips of vandals for prosecution.
Some my argue the number of fires, acts of stealing by both workets and thieves and or acts of vandalism are sparse and may not be worth an annual insurance premium on a chance probability is not worth it. Those people may be right except to ignore the power of deterrence and the need to enforce law and order without giving in to saboteurs in Ghana be it from the political kind or the society at large.

INSURING STATE PROPERTIES IS THE WISE THING TO DO. THE INSURER WILL INSIST ON THINGS NEEDED FOR INSURANCE AND WILL IN TURN PROTECT THE SAFETY OF WORKERS AND STATE CONTENTS. IT IS A WISE THING TO DO WITHOUT QUESTION.
