  CEOs of Hospitals are civil servants. The Department of health must appoint them.Also Boards of parastatals must be allowed to appoint CEOs directly based on competency.

  I do not see what difference it will make since the board is appointed by the president. If the board was elected by the people then their appointment can be seen as independent. As it is now, the board can not change anybody ...

  I do not see what difference it will make since the board is appointed by the president. If the board was elected by the people then their appointment can be seen as independent. As it is now, the board can not change anybody the president appoints, it can also not reject the person the president suggests because he (the president) appoints the board. There may be a need to change some parts of the constitution.
