  Nobody wants to mention that much of this surge in consumption is due to illegal connections, sometimes on the main roads of the capital streets, which is unaccounted and noncollectable.
  
  Is there a serious study into the percentage of illegal connections and their effect on the grid? No. Everyone just wants to generate more, at a higher cost for paying customers, so that the non-payers will be accommodated by those who pay.
