  I got to the end of the reporting, only to ask why the guy was being asked to pay such a high amount, given that items were recovered. He should by all means be punished, but I really do not know what is fair.

  I got to the end of the reporting, only to ask why the guy was being asked to pay such a high amount, given that items were recovered. He should by all means be punished, but I really do not know what is fair.
  
  If the items stolen were recovered, then the way I see it, he should be made to pay for the damage caused to doors security etc.
  
  Maybe this is just ensuring that he gets some jail time.
