  Very interesting and enlightening report.
  
  I am amazed that the Bui Dam is so inefficent, isn't there a wsy to capture some of the rainfall (during the wet season) to at least improve the water level.

  Great Analysis and i believe it. Bui Dam management sit up because 40% is too bad. You cannot blame the weather entirely because sometimes you offload water from the dam which floods nearby communities.

There is a mention of creating redundancies(back-ups) but then they argue against increasing generation capacity. Where do they think the back-up power will come from if generation capacity is not increased.

  Why has it taken VRA so long when it knew that the pipeline was being constructed to provide the Aboadze thermal plant with gas?
  
  VRA needs a radical shake-up now! Such crass incompetence must not be allowed in our public services.
