Time is money. Developed nations did not look for so much free days but they struggled hard to attain their present standard. Some holidays in Ghana are valueless; e.g. "The June 4th Women's movement." Remember the slogan of Hitler? Work brings happiness." The farther we run away from work the more we become poor. Prof. Ahwoi's advice doesn't sound well in my ears. It doesn't contribute to nation building. The education we need is not about holidays, but on responsibility of our destiny.

WE HAVE GOLD, DIAMOND, OIL, GOOD LAND FOR FARMING, WE ARE NOT LANDLOCKED AND WE HAVE TIMBER. We however have THIEVES IN POLITICS and 90% LAZY AND FOOLISH CITIZENS; so with all the good things we have been blessed with that can make life comfortable, WE ARE POOR. IT IS DIFFICULT TO UNDERSTAND. Every foolish person who goes into politics thinks even without any tangible contribution to the development of Ghana, deserve FREE CAR, FREE PETROL, POLICE ESCORT, FREE ACCOMMODATION, LOTS OF CASH REWARDS, A HOUSE BOY AND ANOTHER HUGE SUM OF MONEY AFTER THEIR TERM IN OFFICE FOR MAKING GHANAIANS EVEN POORER.

ARE WE NOT FOOLISH?

Make the office of the DCE an elective one to deepen the level of accountability the people require. Again, the non-partisan nature of the assembly members makes it cheap and unattractive hence the low patronage. No amount of publicity will change that. The entire district assembly concept needs to be modified to make it partisan and competitive. Political parties will sponsor their respective candidates, bringing some life and activism into the election process.

OUR COMMENT: Might the low participation rates not be related to funding?

Do we have a certain budget for a district that increase with inflation, and is controlled locally?

Do we have a certain budget for the number of people in a district, or miles of unpaved roads to miles of paved roads, or number of toilets in a district to number people, etc.?

We still believe in decentralization, right?

Further, if this is 2015, why are we citing data from 2002?

Might that not also be part of the "...lackadaisical attitude towards DLE...lack of effective education...(and)...poor performances..." on the part of those responsible for program management, and our experts?
