Ghana can't attain UHC if NHIS members are asked to pay because NHIS owes the facilities. Government should not use taxes meant for NHIS to pay for promises made during political campaigns.

It is not the president who has failed but the system( including the president, politicians, the general public, culture and all the institutions manned by the average Ghanaian). He talks about infrastructure but in which areas and how are we going to be able to do that with the lack of accountability, strong institutions to serve as checks and corruption not just in government but the whole system. It is not just enough to spend money to improve your infrastructure but there should be benefit to that development. How much does it cost to build a one kilometer road in Ghana and how long does it last? I know its everbody's guess and so as a nation we need to improve the judiciary, demand accountability and set objective standards before we even begin borrowing billions of dollars for another round of infrastructure development. When the system begins to work, investors will come knocking at our doors to inject capital for all kinds of development otherwise with the kind of system we have currently its like creating a big hole in a bucket and deciding to fill it with water until its full.

One day the Indian Prime Minister made a diplomatic visit to Ghana. After a glorious welcome by the Ghanaian ministers and counterparts, the Indian Prime Minister was brought by John Mahama to a very old park which was located near the Flag Staff house.
Mahama wanted to show off Ghana's technological advancements to the Indian Prime Minister. So he asked his men to dig about 15 feet into the ground. After the big hole was dug, Mahama asked Indian PM to check what he sees.
The Indian PM saw into the hole and said..."John, I see cable wires....".
Mahama giving a very big smile...showed off to Indian PM that, "This ground is as old as 100 yrs, and even back in those days,Ghana had cable telecommunication services and we are so upfront with technology even in those days".
The Indian PM was so irritated and embarrassed at Mahama''s act of snobbery and show-off.
After a few years later, Mahama paid a diplomatic visit to India and he was splendidly welcomed by the Indian Prime Minister and his counterparts. Holding a grudge ever since the last trip he made to Ghana, the Indian PM wanted to show off what India is and how far it is in term of technological advancements.
He brought Mahama to a old park by his palace and asked his men to dig about 20 feet into the ground. He also asked Mahama to see what he discovers into the ground. After much scrunitization, Mahama nodded his head and replied "Sorry PM, I see nothing in the ground".

I have always wondered if the Ministers and Political Appointees of the John D Mahama Presidency have ever seen and read the "Code of Ethics for Ministers and Political Appointees in Ghana.
This document is available at the Presidency - The Chief of Staff should know about it. If he is new as he has just taken over from Prosper Bani, he should demand it and read it himself.
The document was prepared with assistance from the Canadian Government. It has the photographs of the President (John D Mahama) and Vice President (Kwesi Amissah-Arthur) on the initial 5 pages.
By inference, this document was prepared by the Mahama-led administration.
Ghanaians and in particular the Press/Media should get a hold of this document (just as they seem to be quoting profusely from the 1992 Constitution) and use it to hold the Ministers and Political Appointee accountable.
I applaud the Mahama-led administration for this document, but if the document is not going to be made available to the citizenry, then I doubt the sincerity and the rational for seeking the Canadian Government help in producing it. Probity, sincerity, and accountability. I have a copy.
I can be 100% confident that the appointees of government have not read or being made to read and sign it as having read and will be guided by it.
It is not surprising that the behaviour and utterances from Government (including the President himself) and its appointees are at variance to the document.
Things have really fallen apart and so the centre cannot hold. "Aye basaa".
