  It is not only in GRA that there is protocol employment. In resent times 95% of all those employed in MOFA had their jobs through a politcian. The most painfall aspect of this, is they are put on ranks that those who have been working there with the same qualification n better experence have being struggling for years to be put on. Becos of their political backing they do not have respect fo lay down rules in the ministry.
