The officials in the passport office are civil servants and will still be there when the NDC government is gone. It is a Ghanaian thing. Most people are corrupt and greedy and will not hesitate to engage in nefarious acts when placed in a position of authority. They see government job as a vehicle to pad their their meager salaries by engaging in corrupt practices. I will say that an overwhelming majority of Ghanaians are crooks.
