NO INDIVIDUAL SHOULD BE ALLOWED TO USE STATE PROPERTY AS A FAMILY PROPERTY. GHANAIANS SHOULD START THIS MOVEMENT. No one will entertain the plea that he never used those cars when the ministry could have profitably used them had he had the curtesy to return them. Any conciencious official would have returned the cars to the car pool in order to avoid CAUSING FINANCIAL LOSS to the state.
