He can then go ahead and publish the conditionality and that will calm nerves down. 25. The government aims at bringing the wage bill-to-revenue ratio down from 53 percent in
2014 to 35 percent over the medium term, in line with the regional ECOWAS target. This will
require wage restraint over the full three year program period, with increases consistent with
expected disinflation. To also help achieve this objective while improving public services, the
authorities will design a civil service reform strategy during 2015 with the assistance of
development partners, which will aim at increasing the productivity and rationalizing the size of
the civil service (MEFP ¶65). As part of this reform, the government intends also to review the role
of subvented agencies (MEFP ¶60). A task force will be instructed to provide recommendations to
the Government as part of the right-sizing exercise".

"C. Civil Service Reform
65. The Government will undertake, with the assistance of development partners, a
comprehensive plan to rationalize the size and increase the efficiency of the civil service and allied
services on the payroll. The related strategic plan will be ready in December 2015, the results of
which will inform the actual rationalization of staff, which is expected to begin in 2017.
66. Further elements that will accompany and sustain the plan for civil service reform include:
the full implementation of the budget and financial accounting reforms under the second phase of
GIFMIS; interface HR modules with the payroll under GIFMIS Phase I; expand GIFMIS to cover
organizational and functional review of all MDAs; a decentralization strategy whose elements cover
administration and legal reforms".

This is from the IMF country report for Ghana, #15-103, underpinning the bailout measures the Dramani Mahama-Seth Terkper-Kofi Wampah NDC gov't sought from and agreed upon with the IMF.
From the report it is stated verbatim, that the strategic plan for this exercise will be ready by December 2015, and this would serve as the basis for the actual rationalization of staff, which is expected to begin in 2017. This is in the IMF report, a conditionality agreed upon between John Dramani Mahama's NDC gov't and the IMF, and unless there is a misunderstanding and confusion in the mind of President John Dramani Mahama, which confusion the Chief Psychiatrist called for a mental checkup, then dismissing reports of retrenchment in 2017, is being very economical and a huge deviation from the truth, because those are the facts. Indeed, the wheels have literally gone off the rails and it is very unfortunate. That is the dearth of credibility that has necessitated this bailout and Ghana is now a goner.
There is obviously no seriousness in this Mahama-led NDC gov't and they need to be massively fired at the ballot box in 2016 because the expertise in propaganda and deceit as a function of governance has been extremely costly for this country within the last 6years of this Mahama NDC gov't. Ghana deserves a change.

If there will be no retrenchment then the conclusion that can be drawn would be, the number of employees as stated by the NDC gov't is correct and as such, they will be maintained, and if the number is going to be maintained, then it means something else must have accounted for that ballooning wage bill, because you cannot cut the wage bill by keeping the staff numbers intact or retrenching some employees, and neither does the labour laws allow for a reduction in remuneration of employees. So assuming the wage bill was occasioned by increase in remuneration and the laws are such that you cannot arbitrarily reduce same, then how does the NDC gov't reduce the wage bill?
So logically, if there's no retrenchment and the number of employees should remain constant, and remuneration cannot be unjustly varied, if we are to assume it is as a result of an increase, then something else must have to account or cause the wage bill to reduce unless, the huge wage bill itself, must have been triggered by other causes. So would the Mahama-led NDC gov't explain to Ghanaians how there can be no retrenchment, and at the same time make the case for a reduction in the huge wage bill, bearing in mind the law prohibits a variation in remuneration to the disadvantage of the employee, subsequent to the implementation of the SSSS during the tenure of Kwabena Duffuor, Seth Terkper, Fifi Kwetey, Kofi Wampah at the Ministry of Finance and the BoG respectively, because in such a case, then the huge wage bill would be the result of something else, which the Mahama NDC gov't would have to explain to the citizenry. How can the absence or lack of any retrenchment exercise be congruous to a reduction in the wage bill?

Well meaning Ghanians must learn to be circumspect with their comments and desist from the unwarranted insults in the name of comments after reading any article here. It has assumed an alarming proportion that even the whole President of the Country is not spared. This is arrant nonsense and has got to stop.
