  In a changing environment it is the objectives of the policy that should remain constant/consistent but the policy and its application need to be tweaked constantly due to the changing environment

  A lot of talk over the last 24 hours about these buzzwords - rationalization, retrenchment etc - . Why dont we call a spade by its real name. Ghana approached the IMF for a programme in August last year AFTER CONSISTENTLY MISSING its targets.
  We all know that in certain cases there is over staffing in the public sector, let us not mince words
  We need to cut somewhere. Without rationalization we have missed targets consistently and we are going to miss them again this year and the following years because we have not managed prudently or balanced the cheque book properly
  Face it, admit it , decide, explain it (not propaganda, so you can be trusted) and execute
