The gov't needs to educate people that placing a working electrical generator or anything which releases exhaust fumes in a room or inside house will kill you and your loved ones. UK is not as sophisticated as the U.S.
In the US, everything is always on the news for people to learn from it. Just as we are always told in the US that a garage door must always be opened before one starts a car. Go to Ghana and ask a number of people who are aware about this. Few years ago, a Ghanaian family in Ohio in the US died of carbon monoxide poisoning during winter when the man of the house started his car in the garage to warm the engine early in the morning while he prepared to go to work as the rest of the family were asleep. Everybody in the house died in their sleep, including the man (maybe he was in a shower or bedroom.
