It is lack of supervision and accountability plus too many stupid strikes eg TEWU goes on strike every weekend.
Why the ban?
Thanks for this question,can the director general tell me if any private school will allow a teacher to teach 6 subjects in a p4 class of 68 pupils?How can there be effective teaching?
Much as this will be a good way to go an obvious drawback will be cheating at exams to achieve good results.

Annual performance evaluations including goals should be done at all government instituitions. All public servants in develop do this annually. Salary raises are based on annual performance.

This policy is long overdue. In addition to the performance contract, GES should check the use of square pegs in round holes. This policy should be implemented in all government institutions. Kudos.
