Having said that officials who gave out those permits would have caused the state financial loss if their actions result in the state paying judgement debts and they should be surcharged and/or imprisoned for their crimes. They deserve to be in prison more than chicken thieves or wee smokers. If mahama cannot think of all these things then it might be better to have a dog as president

Well, sidney, many of these homes built in flood-prone zones were put up during the administration of the NPP, NDC, and all past administrations. I onder what you have to say about your NPP's inaction while these homes were going up. If many of these homes are in areas prone to flooding, the government can take action to demolish the homes. The government has to give homeowners proper notice and an opportunity for a hearing before any demolition action can go forward. Further, the government must adequately compensate affected homeowners while also helping them find alternate sites to rebuild.

However, on paper, there should only be temporary structures in those areas, but that's often not the case and we have our collective selves to blame for this one.

Is he waiting for this tragedy to happen again and then turn around to blame somebody? The right thing has to be done from now. If the people had permits to build at those places, then the govt has to compensate them before pulling down their houses. If they built without permits, then unfortunately they can't blame nobody for their loss. Regardless, the right thing has to be done. This is not the time for partisan politics.

I agree with you. Assuming those folks even prevail in resisting the Government to retain their Structures, how sensible is it to remain in those buildings to await recurrent disastrous floods, year after year?

Strictly speaking, those without building permits would not have to be compensated by the Government. But we should bear in mind that even if the buildings were on the lands belonging to the people and not in the paths of running water, they might still qualify for some relief by the Government to restore their living.

That is why we have the NADMO. After rescue and other disaster interventions, the organization is supposed to assess the damage and offer assistance for Citizens affected to rebuild their lives. It is therefore not out of place to have the Government provide the affected with new houses in safer places.

It all comes down to availability of funds. Meanwhile, we should know that many might claim their documents to prove the legality of the construction of those buildings might have been destroyed by the floods. While that may not be enough excuse to produce evidence of such legality, the issue then gets more complicated. It could as well be that some permits were given but not recorded formally in proper books by corrupt Officials.

So, the Government must swallow the cost and provide for all owners, regardless of whether or not they built without permits. And then, from that point on, it must strengthen the laws and caution the Public appropriately to refrain from repeating that mistake at their own expense.

As a deterrent, however, the Government may have to provide only part for the cost of those buildings for which no permits could be provided.

But whether or not those owners of buildings on water ways would be paid compensation or not, those buildings must definitely come down, if future floods are to reduced or prevented.

It turned out he didn't even know where to get a permit from.

Yes, I agree with you that authorities are to blame for the recent disaster in Accra, however, I personally think that the people resisting such an attempt is not the best to find solution to the problem, the fact that the authorities overlooked the citing of houses at wrong places does not make it right for the people not to cooperate with effort to reverse the situation in order to solve a major problem, because it is these same people who surfer most during such a catastrophic occurrence, what they need to ensure however is that the needed compensations are paid before allowing the authorities to demolish their houses and establishments

At the end of the tour, the guard asked them what they did for a living. When they all replied that they were contractors, the guard said, “Hey, we need one of the Buildings to be demolished. Why don’t you guys take a look at it and give me a bid?”

So, to the back Wall they all went to check it out.

First to step up was the Ivorian contractor. He took out his tape measure and pencil, did some measuring and said, “Well I figure the job will run about $900. $400 for materials, $400 for my crew, and $100 profit for me.”

Next was the Burkinabe contractor. He also took out his tape measure and pencil, did some quick figuring and said, “Looks like I can do this job for $700. $300 for materials, $300 for my crew, and $100 profit for me.

Without so much as moving, the Ghana contractor said, “$2,700.”

The guard, incredulous, looked at him and said, “You didn’t even measure like the other guys! How did you come up with such a high figure?”

“Easy,” he said $1,000 for me, $1,000 for you and we hire the guy from Burkina Fasso.”

There should be organized massive demonstration across the country demanding that city officials and heads of governmental officials who failed to perform their duties be fired without delay. The Mayor of Accra has said that he's failed the people of Accra. I beg to differ sir. You've failed the people of Ghana not just Accra. He should do the honorable thing and resign his post. Now, to solve this problem and prevent it from happening again has nothing to do with demolishing people's houses built in water ways. Rather, fix the whole damn drainage systems by redirecting all river bodies, lagoons and streams to the sea. There is money at your disposal for work to begin, get to work. Stop blaming citizens you took bribes from and therefore looked the other way when you knew they were building in water ways. Stop putting bandages on the stomach-ache and get to the root of it. Citizens should rise up and demand that the loans this administration has taken from foreign banks and governments for this very purpose be accounted for. Enough is enough!

Where has been the leadership expected to fix the perennial emphasis on perennial flooding situation as a result of the absence of a drainage system which can meet the rapid urbanization of Accra, which the John Mahama NDC gov't contracted a loan of close to $1billion dollars?
Where is the drainage system and where is the loan which taxpaying Ghanaians would invariably pay when the loan matures?

Asking the owners of houses built on waterways to be recalcitrant, will not solve the problem. It's the last advice I expected from a renowned statesman like Casely-Hayford. I was expecting him to have suggested alternative means of solving the problem. What should we do? It's time we begun to hold leaders responsible for failing to ensure the the right things are done for the country. The flood which hit Accra calls for the resignation of the Mayor of the city. It's just not enough for the Mayor to tell the whole world that he's failed the inhabitants of the capital city. He has to resign to serve as a deterrent to whoever takes over from him. In the western world, that is what good and honest leaders do. When leaders in the developed nations (Britain, China, Australia, Canada etc. ) fail their people who voted them into power, they (the leaders) resign honorably. This is not what we do in Ghana. So sad!

Anything that will add to the already precarious problem must not be tolerated. It's very unfortunate that Casely-Hayford will encourage owners of houses built in waterways to be recalcitrant toward the authorities. I, for one, believe that the leader of the city (the Accra Mayor) must resign due to this unfortunate event. That's what good and honest leaders do when they fail their people.

First,Officials whom approved Site Plans/Building in Waterways should be put before the Law Court and Sentenced to not less than 5 years in Prison,even if he/she retired 30 yrs ago.(2).Proper arrangements should be in place to compensate affected Owners and a New Site provided for resettlement. You just don't demolish buildings and places of abode for demolition sake to put people in the Streets. (Remember; the Extended Family System is Broken or Not as Strong),(3)Ghana do not have Council Buildings/Flats to accommodate some of them.And a Shelter is none of our vocabulary!. Therefore,(4)a well surveyed and planned Drainage System which may affect very few Buildings should be adopted.(5).Pre- independence small Gutters also the Streets should be Converted to Big Drainage underneath.(6) Litter bins / container along the Streets and in the Homes should be Encouraged and Enforced.(7) Sanitary Inspection/ -inspectors should be reintroduced in the Country,if possible.etc etc.At this juncture,it's interesting to note that,it was he who wished he has a Bulldozer

All their criticisms are unreasonable and blind.Why should the government demolish poor men houses while there are so many possible ways the government can do to divert the course of running waters in the nation's capital. If the president wants to pull down buildings then he needs to import thousands of bulldozer and the pulling down exercise should not be around only "circle" but almost half of Accra. Today it is circle and the next day it will be around Chorkor Agege. Anyone who sits for the occurrence of a problem before finding remedies is not wise" prevention is better than cure.According to 10 March General news published by Timothy Goban , Ghana under the presidency of Professor AttacMills received 795 million Dollars to reconstruct Accra Drains and Western Rail line. Why this money was not used for the purpose it was raised in order to prevent the occurrence of this National calamity. I was expecting some words of condolences from our two Heads of State but to my dismay their words were rather disheartening "demolition of people's houses" adding more injuries to the existing wounds

First,Officials whom approved Site Plans/Building in Waterways should be put before the Law Court and Sentenced to not less than 5 years in Prison,even if he/she retired 30 yrs ago.(2).Proper arrangements should be in place to compensate affected Owners and a New Site provided for resettlement. You just don't demolish buildings and places of abode for demolition sake to put people in the Streets. (Remember; the Extended Family System is Broken or Not as Strong),(3)Ghana do not have Council Buildings/Flats to accommodate some of them.And a Shelter is none of our vocabulary!. Therefore,(4)a well surveyed and planned Drainage System which may affect very few Buildings should be adopted.(5).Pre- independence small Gutters also the Streets should be Converted to Big Drainage underneath.(6) Litter bins / container along the Streets and in the Homes should be Encouraged and Enforced.(7) Sanitary Inspection/ -inspectors should be reintroduced in the Country,if possible.etc etc.At this juncture,it's interesting to note that,it was he who wished he has a Bulldozer
