The real problem is that in countries like Ghana, the laws and regulations are often there but they are not enforced and there are always, so called smart people, flouting them, because they get away with some money instead of enforcing them.
So maybe to avoid the normal way we should take the petrol stations away from crowded area's because politicians and institutions are incapable of ruling us. Do you see the difference
