The minister is counting on the rains to reduce the problem but can't promise it wouldn't happen again because he's not sure of the availability of funds for maintenance and fuel to ensure continuous generation. In terms of confidence for investors, if the promise and fail government cannot promise then clearly it's a PROMISE that we shall again have problems even if there is a temporary respite.

But who are the biggest debtors of the power sector? Right, back to the government we turn. First they have to pay their bills and second they have to stop abusing incoming payments so they can beusedto buy fuel.
It is rereally simple, a thermal power plant needs fuel, this is not what you guys kept doing with all the money flowing in paying for electricity from water... The water from the Volta has no cost attached, gas or diesel has.
