A typical example is the N-1 Highway. Drivers kill stupid people crossing the highway and at a point Ghanaians started thinking that the N-1 has some evil spirit and taking Ghanaian lives. A call has been made to the Inspector General of Police (IGP), the President of the Republic and the Inter-Party Advisory Committee (IPAC), to, as a matter of urgency, intervene in the seemingly looming tension that is brewing between supporters of the two major political parties, the National Democratic Congress (NDC) and the New Patriotic Party (NPP) at Techiman in the Brong-Ahafo Region.

A leading member of the NDC in Techiman, Kwadwo Adjei, disclosed to DAILY GUIDE that the situation might get out of hands if the authorities fail to take the necessary steps to address the early warning signs.

According to him, information had reached the NDC leadership in the area that some supporters of the NPP had planned to revenge an acid attack on one of its members in Techiman Municipality during the 2012 electioneering campaigns which was allegedly orchestrated by some NDC supporters.

The supposed planned reprisal attack, he explained, is because the police in Techiman have failed to make any arrest though an NDC youth activist, Kwasi Attipoe, had publicly announced that he knew the perpetrators of that heinous acid attack.

The victim of the acid attack, Peter Mensah, was flown abroad by the leadership of the NPP and has successfully undergone some surgery.

“If the police allowed the perpetrators to walk free on the streets of Techiman, what do you think will happen?” quizzed.

He expressed concern about the violent nature of some NDC supporters in the municipality, adding, “Despite our individual political differences, we are still brothers and sisters and we must allow the laws to operate without any bias.”

Accusing some senior officials of the ruling NDC in the area of spearheading the acid and other violent attacks in the municipality, Mr Adjei called on the Techiman municipal chief executive and the Brong-Ahafo regional minister, to back off and allow the police to do its work.

“The unnecessary interference of some politicians in the work of the police will not only affect the justice delivery system, but also wane public trust and confidence in the police,” he bemoaned.

Mr Adjei cautioned that the 2016 elections would be chaotic in the Techiman Municipality if the police fail to arrest and prosecute the perpetrators who poured the acid on the NPP activist.

The NDC stalwart, therefore, appealed to the leadership of the NDC not to shield the perpetrators, but rather hand them over to the police for the party to restore its image and reputation.

He emphasized that from all indications, the NDC would retain power in 2016 and challenged the party leadership to ensure that all forms of acts that could mar the general elections are avoided.

I completely agree with you. Why should anyone try to prevent her from exercising her Civil responsibility as a Ghanaian, despite anything else her father might have done? After all she is only doing good by these victims. The sad thing is that many of those criticizing her would not offer any help at all to these suffering victims--not even time to brainstorm for solutions to the plight of the victims.

And even assuming we all agree that her father was part of the problem that led to the disaster, why would any help from her to correct or ameliorate the conditions for the victims be objectionable and rejected?

Many are those whose parents or families did the Nation great harm but have never offered to help amend the disastrous outcome in one way or another, let alone help any direct victims of those parents' pernicious behavior.

We should always allow room for people we perceive as wrongdoers redeem themselves. The attitude of encapsulating all relatives or family members or entire tribe to be targeted for incrimination or persecution because of the wrongful behavior of only one of them is not only morally reprehensible but also inhibiting to the Nation's success.

We should not forget that Providence has a way of using some among us all wrongdoers to lead us back to the right path for glory. So, let us remain open-minded and accept all whose deeds could be proven to be constructive and helpful for our mutual advancement. Trying to settle old political scores are most likely to engender further costs for all of us.

Let the Lady contribute in any way she deems fit. The victims need all the help they can get.

Don't we remember what Jesus told some his Disciples who were complaining to him about others outside their group that were using the name of the Lord to heal and cast out demons?

Jesus told his Disciples that they should not worry about that, so long as those outsiders were invoking His name to conduct those miracles.

Having used His name conjuring those miracles meant a tacit recognition of His authority and Grace. And all glory emanating therefrom would be coming to Him and his cause, anyway.

Ghanaians must learn to make the best out of every situation. As much as ethics might hinder us to, say, accept philanthropy from a known thief or burglar or any criminal thug, for that matter, it is the ultimate good of the deed that we ought to be considering, not who is offering it.

If we could do it all by ourselves to give the victims enough and appropriate assistance, then we could probably toy with the holier-than-thou refutation of any help from others. But more importantly, we would seem to be imposing our moral or ethic superiority complex on the victims' need for existential assistance, if we reached back to use past moral shortfalls of donors to exclude them from donating help.

It may be up to the victims to make that judgment either to receive such help or not.

In America-whose system I am very familiar with, taking and passing the residency exams makes you eligible to apply for residency.You must also consider the fact that those already trained in the US will fill the jobs before outsiders are accepted. If one chooses to practice in the rural areas, their chances are even better.

More often than not information is the deciding factor. No matter the endeavor in question, a lack of appropriate information will definitely lead to doom. I know guys who were driving cabs, and through conversation with some white women, they got the right information that led them out of the hopeless cab driving job.

So there is indeed a path for Doctors who weren't trained in the US, to re-engage in their chosen field of endeavor. You insinuated in your earlier submission that, with a medical degree from Ghana you couldn't practice as a Doctor in the US.

Keep in mind that a Doctor is a professional, like many in other fields of endeavor. I sort of get you drift though, as I have seen others come into this country and unwilling to stoop in order to conquer. My friend's cousin kept hounding him because he had suggested a pharmacy tech job while preparing for his residency exam. His argument being that, he was being demeaned by my friend- his cousin.

In a nutshell if you come in as a foreign trained Doctor, there is definitely a path to practicing medicine in the US. A Cameroonian friend of mine- a Doctor, suggested a very neat idea. He said if you factor in the discrimination that goes on in the US, one's best path to getting into a residency program is to become a physician's assistant first. Once you start working in a major hospital, your chances of being accepted into their residency program becomes a lot higher due to direct recommendation from practicing physicians who know your work.

There are a lot of people vying for the small number of slots set aside for foreign trained Doctors.Think about the tonne of Eastern European Doctors coming to the US with visas in hand. They are White and definitely more likable than our brothers from the motherland.

Proliferation of Indian Doctors in the US, happened by dint of a concerted effort by their people already in positions to help their kind get there. The same cannot be said about our people- the "bibifoor", as the helper and the helped are equally capable of sabotaging each other.

In A Moveable Feast, Ernest Hemingway details his time in Paris in the 1920s, dedicating a section to his friend F. Scott Fitzgerald. In this part, Gatsby’s creator is depicted as, among other things, a hypochondriac. In one of Fitzgerald’s dramatic fits, he insists on going to the American Hospital in Paris because, “I don’t want a dirty French provincial doctor.”

Nearly 100 years later, the American Hospital in Paris continues to thrive. On its staff are eight American doctors as well as 378 European ones. It is the only hospital in Europe where a doctor can practice with a U.S. medical license. American doctors hoping to work in Europe would normally have to re-do their residencies before practicing independently.

The United States also has strict policies regarding medical licensing—a doctor is only allowed to practice in the U.S. once he has obtained a license in the state in which he intends to work. The person must acquire a visa, pass the first two steps of the United States Medical-Licensing Exam (USMLE), then become certified by the Education Commission for Foreign Medical Graduates (ECFMG), get into an accredited U.S. or Canadian residency program, and finally, go back and pass step three of the USMLE. Each of these steps could take multiple years, repelling doctors who are already able to practice in the country in which they were trained.

But is it really a good idea to deter them? By 2020, America’s doctor shortage is projected to reach 91,500 too few doctors, with nearly half of the burden falling on primary care. This means doctors will be overworked and citizens may have to wait longer and pay higher fees for an appointment.

Without all of these barriers, many foreign doctors would find the prospect of migrating to the United States appealing. Dr. Arun Gadre, an otologist originally trained in India and now practicing at the University of Louisville, explains, “Arguably [the U.S.] is the only country in the world where one can do cutting-edge research, practice cutting-edge medicine, and still make a decent living.”

Dr. Faris Alomran, a British-educated vascular surgeon working in France, says, “My first choice after medical school was to practice in the U.S. In fact, for most [English-speaking] people, in terms of language options, they are somewhat limited to Australia, Canada, and the U.S.”

But he didn’t end up crossing the Atlantic. “In the U.S. I would have had to do five years of general surgery and a two-year fellowship in vascular surgery to be a vascular surgeon. Seven years total. I got an offer in Paris to do a five-year vascular surgery program. They also reduced my training by one year since I had done two years in the U.K.”

Juliana, a physician originally trained in Brazil and currently in an American residency program, agrees that migrating to the U.S. could have been easier, especially if redundant training were removed. “Repeating the residency is not an easy thing, and many times it’s very frustrating. I do not think the internship [that I’m in] will add much to my future career. Having trained in America for the last four months has helped me understand cultural differences [between the U.S. and Brazil], but it has also made me wish I were allowed to skip some steps.”

Though re-doing her residency has been frustrating, it was an achievement to get accepted into a program in the first place. Locking up a coveted residency post is a significant hurdle for foreign-trained doctors. All U.S. states require at least one year of residency in an accredited American or Canadian program to qualify for a medical license. Though the number of students in medical schools has increased, the number of accredited residency positions has remained relatively stagnant since 1997.

American Medical Association President Robert Wah recognizes this residency bottleneck. “U.S. residency program positions have not increased at an adequate rate to accommodate the expanding number of U.S. medical graduates and the current IMG [International Medical Group] applicant pool,” he said in an email.

Even if the AMA were to magically produce a few thousand more residency slots, it would barely make a dent in 91,500 projected doctor shortage.

Whittling down the shortage will likely take a combination of measures. Three-year medical degree programs, reduced from the typical four years, already exist at NYU, Texas Tech, and Mercer. Ohio wants to expand the roles of physician assistants and nurse practitioners, allowing them to take on more of doctors’ responsibilities. Earlier this year, Missouri passed legislation allowing medical school graduates to work as assistant physicians and treat patients in underserved areas, a measure that is controversial because at least one year of residency is usually required to practice independently.

Doctors Tell All—and It’s Bad

In addition to these strategies, reducing entry barriers for well-trained foreign doctors would be a way to immediately increase the U.S. doctor supply.

Those opposed to reducing entry barriers claim that the U.S. produces the best doctors in the world, and that bringing in more foreign physicians would reduce the quality of the country’s medical care. Gadre agrees that it’s important for the U.S. to maintain its high standards for medical practitioners. “In large countries like India levels of education and competence can vary vastly between the big cities and smaller towns due to a lack of standardization, and sometimes even corruption, in the educational system… So the AMA is correct in ascertaining that certain minimum standards must be maintained ”

However, there are plenty of highly skilled, foreign-trained doctors. Basketball player Kobe Bryant opted to go to Germany to treat his knee. According to Atul Gawande, the best hernia surgeons in the world are at Shouldice Hernia Center in Ontario, Canada. QS, a company that does worldwide university comparisons, ranks Oxford’s and Cambridge’s medical schools second and third in the world, behind Harvard’s and ahead of Stanford’s.

Beyond diluting the quality of medical care, another fear is that more doctors coming to the U.S. would mean fewer talented doctors abroad. The Economist, however, disagrees with this reasoning, arguing that a chance to come to the U.S. would motivate more foreigners to study medicine, and most of them would stay in their home countries.

A third fear is that loosening regulations would negatively affect U.S. medical schools. If coming back to the U.S. were easier, Americans might be more likely to study in places like England and Israel because becoming a doctor would be both cheaper and faster overseas.

Further, an influx of doctors could impact a more sensitive matter—with an increased doctor supply, salaries among America’s white-coats would almost certainly go down.

“Nobody wants to share their pie,” Alomran says. “This is the same everywhere and is not unique to medicine, in my opinion.”

Nonetheless, Wah claims that the AMA supports rule changes that make it easier for foreign doctors to transition to practicing in America as long as the quality of medical care does not suffer. “We [the AMA] support the development and distribution of model legislation to encourage states to amend their Medical Practice Acts to provide that graduates of foreign medical schools meet the same requirements for licensure by endorsement as graduates of accredited U.S. and Canadian schools,” he says.

If your family were successful in that era, you definitely would understand where why people dislike Rawlings and everything he represents.
