The project was never terminated. CP just stopped work when Kufuor came to power.

When Kufuor left he presented a claim based on termination by Kufuor admininstration.

Mills , Mahama and the entire cabinet looked on and Betty Mould approved to pay 94m Euro ---$120m --500m Cedis just like that.

They never consulted the Road authorities. They never consulted Kufuor administration.

Spio is just English and Marketing major so does not understand the implications of such an illogical deal with government contractors. Just as Mills thought he was saving the country money but instead created a huge debt for the country with the abrogation of the Bankswitch contract. What we don’t realize when there is a judgement debt, it is the country that pays for it, the bill is not made to Kuffuor or whoever signed the contract in the first place and that is why we have to be very careful with giving and abrogating contracts.

Mills and his cabinet did not think of the implications of abrogating the Bankswitch contract and now it has come to bite the country big time, however we have not learned any lesson instead we are widening the net to get more contractors involved in a deal that has a potential of leading us back to the ICC. Do we look at potential risks of our actions before we implement them?

If a government contracting company “PAYS” government up front of 35 million as a favor to the government, how do you think the government would be able to assess future performance of that company? Government control becomes weakened and the company becomes untouchable. Whether the company meets its deliverables or not you are stuck with them, so at that point, how does the government gain?

Other than the unethical/fishy nature of the deal, I see so many risks with the deal. In any case what stops Ghana from taking a low interest loan to pay for this unnecessary bill? Or have we lost our credit worthiness hence using this mafia tactics to bamboozle government contractors?

By the way if Spio knows how to fight people in court as he threatens, then he should go take ICC on to reduce or clear government liability. If indeed any of the companies solicited give the 35 million trust me, this would result in even more judgement debts, just watch this space.

Spio, you should know better, democracy demands that the people asks questions and get straight answers, the job as a minister is not a privilege but a service to the people. I am sure many discerning Ghanaians are wondering why we would go into this kind of risky deal with government contractors. No, I am not NPP, just a Ghanaian who is interested in the well being of the country.

See this is what is killing us, a government contract is a government contract regardless of which party in power signed the contract. If it is shitty, you try to renegotiate it or better still we should write contracts that gives us room to fire contractors without repercussions, other governments do that all the time. Now, here we are faced with some unnecessary bill because we did not do our homework. The blame goes to both parties but my point is we are on a slippery slope with this new nonsensical deal from Spio, it is going to lead to more trips to ICC by government contractors who in fear of losing contracts would pay the 35 million and then down the line not recoup what was promised, which my gut tells me is what is going to happen. In any case the whole deal seems fishy and unethical regardless of the reason for it. It would hurt Ghana more in the long run.

The best approach is to challenge it in court and ask for substantiation that the services were provided before you make payment under its terms.
