If we have revealed the name of the author why hide the signature any way. Then the language, though immaterial regarding the prediction, is so poor it does not seem to be that of a trained professional. Or is this whole thing aimed at political equalisation - that it was issued in 2002 but nothing was done so do not blame current happenings on present leaders only? Sure we have all accepted all of them have failed so why pick out a memo dating as far back as 2002? Any way, remember also that the problems detected in 2002 were created earlier. So which ever way no.particular government can escape blame.
