  This is a laudable idea. I say bravoo to Prof. Ernest Aryeetey for his visionary ideas. He has always been forward looking. This is what we want from Ghanaian leaders. Other public servants should emulate his visionary status and eschew from corrupt deals.

  Whereas this is a most laudable move to address the yawning gap in the state's provision of tertiary education, research and training, which has led to the proliferation of all kinds of second rate "universities", I am disappointed that it is happening through this so-called PPP-BOT arrangement. Another Toll Booth strategy!
  
  I simply refuse to accept that the govt cannot raise the sum involved to finance such projects on even a larger scales. Yes, when we all know how Euroboonds are over-subscribed. In any case, such investments should have been ongoing over the years as the need is anticipated, so cost would be spread over many years. Nkrumah was making such investments when the CPP was overthrown, leaving very massive foundations overgrown with bush behind the Physics Dept in Legon, for example. Hmm!, If we recall that even factories already completed were abandoned by the dim-witted reactionaries who took over the reigns of govt.
  
  I am not against seeking private participation, either from local and foreign sources, just as Nkrumah was doing. If the project can make money and provide dividends, then, by all means, let us entice the private sector into it, especially the local investors who must be prioritised and wooed from the T-Bills. Float shares and let the public buy into the projects. Let the private investors play key roles in management in order to curb the inordinate propensity of the technocrats and bureaucrats who run solely public institutions to loot. Of course, they often do so in cahoots with the private sector, so private participation in management is no panacea against the canker. With local participation ensured, some of the dividends can remain in Ghana too to hasten capital accumulation, more resources (from its dividends, not only taxes alone) for govt for social services and the enrichment of Ghanaians, not only foreign investors and their countries.

  When I read the piece below, I shook my head in consternation.

  A lousy $50m! How much has the govt paid in judgement debts so far? How much is the Bankswitch judgement debt alone in dollars? And govt can't get $50m???

  did parliament approve of this project and the ministry finance aware of this?
  This should be part of the state budget with a line item of allocation for higher institution.
