  The proposal as it stands is a bit out of place considering the realities in Ghana where we are not able to have live movements in exchange rates. If there is system where forex is traded live rather than delayed, it would work. Also, to prevent cartelisation, there is need for antitrust mechanisms and bodies who will undertake to economically punish colluding BDCs.
