Right,foolish and weak system couple with corruption,they arrested the laborers while the business owner is now being investigated and will get away with the crime after paying them off.

If they don't deal with all these crminals severely the crime will not stop,there are a lot of them in the country doing that,they should jail all of them to serve as deterrent to others.
