  Ghana does not need only a policy but the whole NADMO structure is bullshit. NADMO is supposed to be a coordinator but not implementing as Kofi Kportuphy made it after all the conferences he attended. NADMO is supposed to coordinate ministries and all society to advice government to PREVENT, prepare , respond to disasters in the country. Not distributing food and roofing sheets after disasters. That is why NADMO is in the office of the president. (President in Ghana ?). That is what Hyogo Framework and Sendai said. But as usual everything in Ghana is NDC and NPP. EVEN DEATH is NPP or NDC.
