  First do the people have money to buy the mobile phones? Secondly, how will you send text messages to people who cannot read and expect them to understand and act on them? Third is the phone network available or reliable in most rural areas? The fact that certain things have worked some where does not necessarily mean we should adapt same hook, line and sinker. Specific geographical situations have to be considered. But tell me has Mrs Vice President been in Ghana all along? She does not seem to know this country well given the kind of comments she makes. Or is it that public speech is what she needs to learn?
