  ICT cant be a basic necessity, pls.do u have the available an adequate resource to make it so..? it is high time u ppl stop copying blindly..so if south africa, the us, the uk, japan an such like developed economies indicates by policy that ict is so, then we also come shouting same..what at all is wrong wt our planning at all..at the end we squized ourselves so hard into needless borrowing become heavily indebted , we spread funds so thinly that at the end the effect is just sheer waste of scarce national resources...
  
  pls lets learn to plan strategically, tactically an by the policy of gradualism an prudently over time by just puttin up ict labs in shs an tertiary levels ONLY an not jhs, an allow students to go an learn in an out of class hrs, with som small fees { som pesewas} only after class hrs...so they can build their skills...its extremely wasteful talkin abt computer per child now,..with over three million students population an a unit cost of say 1000gh{low estimates} for a laptop, is it practical lookin at our resources to do so..? parents who have the funds to provide them to their wards, so be it..but not government..
  we then can keep the theory to the basic levels..no need to impress anyone...shoutin we ar first in this an first in that...stop the joe impress an simply work at our own reasonably acceptable pace....
