Ghana hasn't got enough money to buy adequate fuel supplies for the thermal plants, so what difference will splitting VRA make to energy supply? I suspect the govt plans to privatise thermal plants.

VRA can be viable if it is publicly listed, with the state taking less controlling stake. The problem is not who produces hydro or thermal. How about solar and wind? And others yet unknown?
How can VRA be viable running expensive form of energy generation in a country with consumers who have one very, very limited disposable income levels in the world?
