The basis for civility is the rule of rule of law. If he did break a law he must be accountable to it irrespective of his social or religious standing. He should have appealed to his followers to calm down and allow the due process of the law.
I believe he should use his status to educate people on the beauty of the rule of law; even religion is all about civil law related to some abstract concept and ho to attain divinity.
