Community involvement and initiatives like this point to the need to stop relying upon the central government for major changes affecting us. In other parts of the world governmental efficiency hinges upon performances of local governing bodies. Some have their own Mayoral and Police Services and administrative structures with powers to raise levies to care for their localities. The advantages of decentralization are wide. Efficiency and accountability tower above a list of benefits which are lacking in a central government like ours.
The Police must put pressure on the government to provide a uniform identifying process of all nationals in addition to providing them with walkie talkies on beats. This expedite arrests and curb fugitive flights and roaming armed robberries.

One just needs to take a look at the unbelievably shoddy operations of our local govt bodies like the District Assemblies to come to the hasty conclusion that it would amount to an act of national suicide to make any such attempt.
Our District Assemblies can be justifiably described as Local Govt on the loose. The way they run their areas reads like the hand-book of 'How to mismanage and under-develop local communities'.
First of all, our various Govts seem to think that the position of District Chief Executives is a job that should be jealously reserved for the goons and morons in their ruling parties. Even the capital city of Accra has not been spared from this epidemic affliction. Clown after idiot after clown have in the past 40 or more years, been appointed as Mayors of Accra to systematically run down the capital city to the mess that we are now uncomfortably forced to live in.
It has got to the point that I do not think that this arrangement will change even if the long over-due decision to vote for District Chief Executives or Mayors, is finally taken. It has now become a characteristic trait of the District Assemblies to have Team D members managing District Assemblies at all levels and mark my word, the public will swim along with this unfortunate perception even if they are given the opportunity to vote for them.
Secondly, because our various govts are so incompetent and corrupt, they will find it hard to give up their hold on certain state institutions to the District Assemblies.
Imagine if by some God-given chance, a given District Assembly shows signs of managing its affairs efficiently within the context of the current laughably incompetent and tragically corrupt govt. An administrative crisis or even confrontation would arise from the conflict of purposes.
Imagine if today a politically decentralized District Assembly - lets say of Accra, elects a Chief Executive from the main opposition party and that District Assembly has considerable authority over the police and planning institutions within the District. One can extrapolate all kinds of conflict situations that would arise and evolve into a dire situation . I can even imagine central govt ordering the army to liberate an intransigent District Assembly from the control of the opposition.
