  First thing first enact binding legislation with stiff penalties to root out corruption in Government and the private sector, educate the public on the penalties starting in schools and universities and all government offices, all sub agencies of all private contractors and suppliers of government,establish a decent living wage and seek out manufactures to come in and build factories to create jobs, a tax code that will be beneficial to all parties involve, then and only then can Ghana find it way out of it present dilemma
  why do we need a billion us dollars to leave our children and grand children with such a burden when all the corrupt people will take the money and run
