The Prison Service and the Parole Board must be involved in selecting those to benefit from the pardons.Hardened criminals should not benefit from presidential pardons.

  We need a parole system in Ghana where by released prisoners will be monitored by someone for years. We also need gps tracking systems put on the ankles of criminals to monitor their movement.

  Tag them with GPS and monitor them on 2 yrs probation. When they commit any crime during that period you double their original punishment. Justice for all is a privilege you can't cancel.

  Whoy will pay for teh GPS sensors and the GPS service providers. Remember that both are not free - they cost money, especially the services.

Where is the statistics? the best approach is to compile a list of re-arrested suspects who have committed crimes again having benefitted from the Justice for All program. In this way the assertion is buttressed and such suspects will receive harsher punishment. It would also permit a re-look at the program. Honestly the practice of keeping suspects on remand on end sometimes for years must end. The Police investigators must be strictly supervised to avoid dumping of untried suspects in prison for life.

If you don't want them to benefit from the programme let your men carry out their investigations in good time to get the culprits jailed. You cannot hide behind excuses to keep people on remand forever because of your laziness. It was becoming a dent on the nation's image the way our prisons were choked with remand cases. I must sound this word of caution to the commander not to be little the Justice for All Program. The program has come about because they failed to prove the suspect guilty and they cannot be kept on remand forever. Hope if one of them were is relative he would not be talking like this.

  Anyone who benefits from the Justice for All was on remand. If police allow cases of remands to wallow for a long time those culprits are bound to benefit from the program.
  It is for police to be proactive in their investigations to get them convicted than to leave them forever on remand which is also a drain on the state as well as a snag on our image.

Generally, first time offenders should be released early and repeat serious offenders need to demonstrate their changed behaviour. All prisoners who are scheduled for early release should be given training to help them be successful in their stated work plan when leaving prison. Presently there are way too many people who are low risk who should be back in society earning a living.
