Our job was to see the elections were free and fair, with Britain funding a £10 million programme for photo-ID cards to reduce electoral fraud. The exercise eradicated one million fake names.
Another practical new weapon was indelible ink: when somebody voted, their thumb was painted to stop them casting more than one vote. India was the only source of a truly permanent ink that could not be washed or rubbed off. I had also persuaded the Foreign Office to provide experts from the Electoral Reform Society.
