  It is thievery and incompetence that affects development projects.
  Do you think the runway of an airport should be extended for $29 or whatever millions dollars and classify it as an international airport, when a similar amount in other jurisdictions, constructs a whole new international airport that can hold it's own against similar such international airports in advanced countries?
  You better come with some sensible and intelligent reason for such crassness that has collapsed this country, than a lack of planning.

  No country has 40 year plan. 40 years is a way to avoid responsibility by the current leaders.

  I do agree, in part, that "lack of planning" affects development projects. The more serious problem is parties coming into power with no serious or relevant 4 or 8-year plans. Capital projects are political in nature, approved by an inept parliament and started when government has no idea where money is going to come from. Ninety percent of those projects are commissioned a few weeks before elections. This is complete idiocy. Political parties must be encouraged to come out with 4 or 8 year strategic plans. The Ghanaian people must hold them accountable for those plans and decide whether to renew their mandate to rule or otherwise. A 40-year development plan (which I have not seen anywhere in the world) is not a solution in a country where the national budget can be off target by 200 to 300 percent. No government or entity should do a 40 year road map for successive ones. The NDPC can help political parties stay within their 4-year plans. They have no business even thinking about 40-year plans.

  I don't know the import of that reference to the London School of Economics research. It's mental slavery. Doesn't the NDPC itself see these "political projects" littered all over the country? Do we need a LSE researcher to tell us? By the way, Ghanaian lecturers go on strike each year to collect research allowance; what do they research? And why would it take the NDPC an LSE research as a basis for their argument for the so-called 40-year development plan?
