  Look at the Norway Wealth Sovereign Fund administered by Martin Skankar. It's the largest sovereign wealth fund in the world and Norway just oil. This could be Ghana's 401k plan. Deposit 10% of all revenues from natural resource revenues into a national 401kfund and invest in profitable, socially constructive projects. The proceeds from the fund can even be used to fund national pensions, infrastructure projects, etc....Fact: do you know that nations blessed with natural resources have less wealth than nations without? Blame this on bad governance and weak institutions.
