Thank you sir. You have hit the nail right on the head. But they wont agree with you. Parliament is failing as an institution that should have oversight over the executive.

Is it not a backdoor admission by this infamous IEA they do not know what they talk about most of the time? Why did it take this long to know and understand how the government of Ghana function after months of assailing the Mahama government? The executive office, the President, submits a budget proposal to parliament for vetting/approval; this has been the process for the ages has it not? So if the nation has been in one debt crises after another why have the IEA not attacked members of parliament especially the party in opposition that loves to yap and throw childish tantrums when the serious issues of budgets are ignored?
The IEA not only owes the President an apology even if belated but owes the reading public an apology for the half-truths given over the month. The problems we have in Ghana should lie squarely on the shoulders of Member of Parliament who collect paychecks and perks but have been enablers and asleep on the job since the silliest of our republics. Parliament has enabled presidents of this once great nation to steal and sell or giveaway national assets; these are not the hand works of wise people to represent us all.

Their mentor, Jerry Rawlings, had confessed several years ago that he never understood all that Kwesi Botchwey wrote in his budget. At least he admitted it; that's pardonable. The current parliament is made up of butchers, tailors, barbers, hairdressers and bed warmers. Not even 2% of Ghana's parliamentarians understand the documents they vote on, and shout yeah, yeah for. This is the reason some of them are rooting for academic instructions in Akan. Listen to them on radio or Television. Does any one of them make a full sentence in English?

I have been advocating for the establishment of this office for a long time. We need an outfit fashioned on the US Congressional Budget Office (CBO) which is non-partisan. The CBO is staffed and run by professionals and technocrats. They produce unbiased and objective analysis and reports devoid of emotive tendencies and hyperbole. The CBO also serves somehow as a checkmate to the Office of Management & Budget (OMB) which is an arm of the White House that normally has a political agenda to prosecute. We need to build and develop robust institutions to support and nurture our burgeoning democracy.
