I was there 3 months ago and all they could do was take my details and then give me some paper to check in 1 year time. The people there are all collecting bribe, even though the service is supposed to be free. Thieves and lazy service providers. The gov't itself is lazy completely confused.

  To get a credible ID all Ghana roads must be named and every house registered as they do in all developed countries. after this id can be issued to all with ease, because all you need is the name and address. Id cards can then be sent directly to the owner in the address which was given just as they do in UK where I live. Here when you open account in the Bank they will never give you the account at the counter, instead they will post it just to be sure you actually live at the address you provided. With this system tax fraud will be eliminated not completely but at least 80% of taxes will never get stolen.

  Ghana has no centralized national identity cards system and no street names , the non existence of these important identifications had diminished our national image value to large, all attributed to poor leadership and can make cumbersome in all national life and worse of is our elections

  Folks, without a national database of people living in Ghana, any venture will be money being thrown through the window.
  
  For instance the current registration process is 100% bound to fail because they have a bunch of about 10 men who move from one location to the other to register people.
  
  What they are forgetting is that citizens regsitration is not a project but a non-ending process - it goes on every single day - because on each day people are born and others pass away.
  
  Therefore the nation MUST set up registration offices in every district, if NOT in every single town.
  
  Ideally, because we have "Ahenfie" even in the smallest village in Ghana, the most appropriate thing to do is attach citizen bureau to every "Ahenfie". These then send their registration to the district who , region and national headquarters.
  
  That are just the basics ...
