(1) Why put your generators on a boat when you have hundreds of square miles of wasteland?
(2) Ghana is bankrupt. It cannot pay for the fuel to power the generators if/when they arrive.
(3) Ghana is sunny. It has vast potential for solar energy production, which once installed is virtually free. Forever.

For the sake of Ghana's future, make sure that morons like Donkor never again reach high office. They do nothing but steal and ruin.

Everything I have read so far alludes to the second barge having a similar power generating capacity of 225MW, not 400MW as implied in this report.

As currently published this article gives the impression that the second barge will bring the total generating capacity to something in excess of 600MW. According to the information I have seen the maximum combined generating capacity of both barges will be 450MW.

Furthermore the statement that ‘The second barge to produce 400MW is expected to be delivered by the end of the first quarter of 2016’ raises questions apropos the validity of this prediction. I note that Doreen Andoh in her ‘Graphic Online’ article on Saturday, 02 May 2015 reported that the Chief Executive Officer of Karpowership, Mr Orhan Remzi Karadeniz , said the second powership would be delivered ‘in 365 days after all contractual financial closures’ but added that [as at May 2015] they were still going on.

So what exactly is the current contractual status of the second barge? For example:

What is its design power generating capacity?

On what date is it expected to be delivered to its intended operating location?

Namibia offered a barge and they said NO as "they worked out it would cost the same to BUILD one"!!!!! Namibia said no ..,,,plus it even went to tender (Ghana straight to the worst deal EVER made by a government look at fuel costs Ghana has to pay karpower to run oh my oh my)

"A barge with a generating capacity of 225MW can cost government about $250 million (N$303.8 million).
Minister of Finance (MoF) Calle Schlettwein confirmed that the country has been offered the option of using barges to curb the predicted demand, but he unfortunately could not mention where the offer came from.
He said the option of barges is in part one of the country’s ways of searching for other options of getting a power plant before Kudu is constructed.
This came at a time when government cancelled the Xaris Energy 250MW power plant, which was meant to curb the predicted
Electricity capacity in the region is under severe strain as Eskom Holdings SOC Ltd, South Africa’s State-owned utility, struggles to meet demand in addition to the load-shedding, not to forget that the breakdowns at plants in both Zambia and Zimbabwe interrupt output.
The country will be facing a deficit because it is currently not self-sufficient. There were plans to build a 250MW power plant which was supposed to be an interim power plant before the Kudu gas power plant is constructed, which is the baseload power plant.

The 250MW power plant, whose tender was won by Xaris Energy, was cancelled by Government because it would cost the same price to construct as the Kudu gas plant. For a peak power plant to cost that much, it was believed to kill Kudu gas.
