You may argue about how to finance it, but please don't insult.

So why not use those resources to improve the economy and genuinely reduce poverty? Such gimmicks like LEAP, GYEDA, YES etc end up worsening the situation as the corrupt huge bureaucracies gallop up the bulk of the resources and very little gets to the beneficiaries.

Can't we copy how Britain and other advanced countries get resources to beneficiaries: NOT THROUGH AGENTS AND SHADY INTERMEDIARIES LIKE ZOOM LION!

The POOR have become a perfect opportunity in Ghana for corrupt public officials to siphon public resources. It is distressing how we Africans are so heartless and callous.

And instead of the rest of us to be outraged at the stealing in the guise of helping the poor, just imagine the crap from Kakaminamor, a totally mindless comment!

Thieves and con men will want positions of importance and democracy will also give that to them .When thieves and con artists finally democratically gain power as criminals and evil men have a urge always to gain power we will have a tyranny worse than any monarchy or oligarchy unquote. This all evident in the pndc /ndc govt today including the perverse leanings towards inter-gender role exchanges and promotion of homosexuality.Thus Winston Churchill said that democracy is the "worst form of government," just better than all the others. the problem Plato has with democracy in the Republic is not the absence of the rule of law but just the fact that the wrong people are in power-people without the proper virtues or integrity.Development pepeni omanhene says is unequaled on his watch, and i ask what is the meaning? Is it the total uselessness , or insignificance , level of plaigatory theft of projects, corruption kick backs or the benefits his kleptomaniac brothers and cronies have acquired , the level of prejudice of against anything that can benefit Akan areas or people . Pepeni has borrowed and created more debt than all the previous presidents before him combined including Nkrumah yet we dont see any results such as the attempts of raising any basic or primary industry to add some value to our natural resources before export that creates jobs for millions as Nkrumah and all presidents except for pepeni and JJ tried to. What is unequaled is the billions that have been siphoned out of the country mainly to Islamic destinations like Iran , Dubai and Turkey. He boasts about the nonexistent 200 schools yet forgets over a century ago Akans mainly Fantes built schools that today would each cost no less than 20 million each. He offers markets and toilets as if the local community could not do so themselves if the taxes and various levies collected in those areas remained there. But no pepeni/ayigbe must chop bribe together with their Gas Adas and other satellite allies against the Akans. A govt whose members are selected not based on competence but their level of hate or prejudice against the Akan majority or the family blood ties to pepeni mahama can never serve anybody except their selfish selves and will always fail. The success or failure of any business , govt or social enterprise is determined by the personnel or cadre who execute the defined goals. In our case we need a govt selected based on merit and experience to get us out of this vicious circle of poverty and bad luck , so i would expect to see at least 3 investment bankers , 4 engineers , 2 macro economists and one doctor of project management and that govt with people of integrity will surely have results in less than a year. Competent Ghanaian all decline to associate themselves with NDC and their corruption driven govt.Pepeni went to mislead the chiefs to use festivals to promote market and project development but omitted to tell them no project has made it through the finance ministry without paying an arm and a leg in bribes , talk less of the cabinet or parliamentary committees. Mafias dont need economists or bankers but rather opt for book keepers or accountants like we see in our minister of finance being shadowed spied and watched by pepeni's cousin chief director Alajih Major Tara. Look at former minister of state for development now minister of science technology with his dentist of army qualification Alajih Dr Mustafa Ahmed and tell me he is capable of contributing something good except positioning himself to collect bribes. None of this will ever end up in Ghanian media or newspapers as NDC ( mainly Ga /Ada) activists now holding national security id s go around intimidating the journalists ,editors and owners of these establishments. We know the motive for these useless utterances by pepeni as his strategy ids to hoodwink the people into believing so much has been done for development , with roads , schools etc but notice there is no railway , no health services with modern ambulances including helicopters , fire services lack fighting water tank planes or helicopters talk less of specialized fire fighting equipment as not all will pay bribes , no initiation of any strategically important industry . Just get ready for the whirlwind of propaganda and lies saying the empty projects with no direction is what we couldn't do ourselves so they did. No self respecting intellectual worth his wait will throw pearls of wisdom before this pepeni/ayigbe swine . These idiotic ndc will always blame the Akans privately or npp publicly for making them fail or the country ungovernable but in reality they just don't know how , jj failed and so will they in their tribalistic hegemony. Yes rig the elections a thousand times and each time you will fail abysmally .Let them continue to adorn themselves with vainglorious titles of esteem or positions of influence and power but as the coat doesn't make the man so all this will eventually end up in their own failure and misery BULLSHIT GALORE

The payment might not be that much but that will still help our older folks. Imagine a farmer who worked on the farm all his/her life to feed Ghana. What's the pension due to them?

Prof. I thought you would have suggested that the pension age be raised to age 65 before we begin to call for universal pension scheme. We can have exceptions to people with disability and handicap to go on pension at age 60 ...

Lecturers deliberately delay and frustrate students with their research theses just because they have not given a bribe.
Those who sent some gifts to their supervisors have quick feedback and were able to graduate within the required period.
Now they are openly showing that a - two -year program could take you five years if you fail to do their normal thing ' bribe'.
Is this what members of academia in Ghana should do? As for the private colleges, the least said about them the better.
Buttocks for grades. Anas must move into academia to expose those corrupt lecturers most of them are the young Doctor ( PhD) not the professors because most of this corrupt practices involve those with PhD

Back to the substantive issue, the argument the prof is putting up is not well thought through. Poverty safe net exists in all countries to help the poor. I do concede the problems with disbursement ane perhaps malfeasance that might go on but that alone does not warrant scraping the programm outright. For he suggesting that, anyone who reaches the age of sixty shoulld be given pension is inconceivable cos not all who get to sixty years are poor. Take him for instance, is he not richer than most ghanaians working in civil service? So should he be paid pension for the sake of being pensioners. Poverty safe nets are for the poor not the rich who are on pension like him. Again, has thought of fianance and sustenance. It is on record that during his tenure as rector that the fees of GIMPA went up astronomically. And what was the reason? Just for sustenance of GIMPA. So if he as a profesosor in his wisdom thought of increasing school fees to that level to sustain GIMPA then how does he suggest gov finance and sustain universal pension for all who turn 60 without the beneficiaries contrubuting anything when they were active working age. Even those who contributes every month for SSNIT every month, ask them how much they get when on pension? I think the prof should come again cos not any idea that comea to mind shoulld come of mouth without doing justice to the pros and cons esp in his capacity as prof

LEAP is a cash transfer programme introduced in 2008 and administered by the Ministry of Gender, Children and Social Protection and managed by the Department of Social Welfare. It provides financial support to the extreme poor and extremely vulnerable families, who are also elderly aged 65 and above, severely disabled, who are unable to work, or caregivers of orphans and vulnerable children.
Importantly, it is being supported with funding from the United States Agency for International Development and the United Nations Children Fund. Now Prof Addei is suggesting it to be scrapped for a universal pension system under SSNIT to be funded by VAT. Presently, how to disburse VAT is already stated in its law. Thus if there should be additional responsibilities, it only means VAT must be increased. This is dishonesty because the Prof is well known for his resistance to increased taxation. His real aim is to stop the implementation of a good programme and replace it with an unrealistic one.
