  From the constitution quoted above parliament will consider a bill on the constitutional amemdement and then refer it for a decision by referendum.
  
  Can the so called Professor tell us who presents the bill to parliament for consideration if not the executive headed by the president.
  
  If the president is to provide the bill is this not the best way of getting the views of Ghanaians through a working group ( committee) and also with the help of other experts charged with following through all the processes.
  
  Such committees are only tools by which the president performs his job in this case. Remember the bill will not be laid in parliament by the committee but rather the president.

PARLIAMENT HAS TO SEE THE PROBLEMS OF THE COUNTRY FROM A BROAD AND TRULY REPRESENTATIVE ANGLE INSTEAD OF ONLY FROM A ONE POLITICAL PARTY'S ANGLE. THE PRESIDENT'S BUDGET HAS TO BE SCRUTINIZED IN PARLIAMENT BY THE PARLIAMENTARY BUDGET COMMITTEE MADE UP OF BOTH PARTIES (OR WITH SOME SMALLER PARTIES, IF THERE ARE OTHEWR PARTIES). PARLIAMENT MAY COME UP WITH ITS OWN VERSION OF A BUDGET IF IT DOES NOT COMPLETELY AGREE WITH THE PRESIDENT'S BUDGET AND BOTH VERSIONS GO INTO COMMITTEE FOR NEGOTIATIONS. THE NEGOTIATION PROCESS WILL BRING OUT AN ACCEPTABLE BUDGET THAT WOULD LOOK LIKE GHANA (REPRESENTING THE PEOPLE OF GHANA).aND PARLIAMENT WOULD HOLD THE FEET OF THE EXECUTIVE TO THE FIRE IN THE SPENDING PROCESS. IF THIS WERE HAVE HAPPENED PREVIOUSLY, GHANA WOULD NOT BE IN THIS MESS. PEOPLE, THINK. STOP BEING STUPID AND ONE SIDED IN YOUR THINKING.   WE WOULD HAVE WISHED THAT THE GHANAIAN PARLIAMENT WERE STRONG, INDEPENDENT AND TRULY REPRESENTATIVE OF THE PEOPLE. HOWEVER, THINGS ARE NOT SO. A STRONG, INDEPENDENT AND TRULY REPRESENTATIVE PARLIAMENT WOULD HAVE BEEN THE SOLE INITATOR OF SUCH CHANGES TO THE CONSTITUTION AS PROF ASARE WISHES. IN THE CIVILIZED WORLD WE SEE SUCH OCCURRENCES. IN GHAHA WHERE WE HAVE AN IMMATURE PARLIAMENT; A RUBBER STAMP PARLIAMENT, ALWAYS GOING ALONG WITH THE EXECUTIVE ON ISSUES, I GUESS THE FRAMERS OF THE CONSTITUTION, THEMSELVES POLITICALLY IMMATURE, DECIDED TO DO IT THIS WAY; TO INVOLVE THE EXECUTIVE OR ALLOW THE EXECUTIVE TO TAKE THE LEAD ROLE.
