AFRICAN GOVERNMENTS need very substantial foreign investment for their energy programmes.On the international front,Companies and global pension funds are awash with real monies for investment but the confidence in Africa isnt yet there. These pension funds have a low apetite for risk, and unless Africa can put its house in order, many of these investors will be called, but few will come.
