In a typical organisation,the head of Administration may approve(signed and fwded to Finance Officer or head of Finance for payment)but the payment may be delayed due to other issues. Or payment may be approved but the receipient may disagree with the figures and petition the organization, so this so called lawyer must be circumspect in his statements else he may also be looking for trouble. We may have to wait and see what the Courts would determine. Asem b3ba dabi!

Everywhere you go in every sector of the economy, you see them stealing left, right, center, inside out, in between, underneath, sideways, I mean everywhere. How can Ghana progress with such thieves? It is because of these thieves and their thievery that is why today, Ghanaians have been hit with electricity and water tariff increases even though there is no power or water running through the overhead cabals and water taps. It is because of such stealing by John Dramani and his gang of thieves stealing everywhere.

Is the GNPC Board of Directors' approval of an ex-gratia payment to Mr. Tsatsu Tsikata and co the same thing as payment of same? Did the Board of Directors say categorically that they indeed issued cheques to the four officials after they had approved the payments? Does approval mean payment? Is it not likely that they did approve the payment but that it was not actually effected? Mr. Joseph Osei-Owusu and several others seem to equate the approval of the ex-gratia payment with actual payment, but these are two different things. Mr. Osei-Owusu is reported to have said about Mr. Tsikata: "When he comes to say that he has not been paid, I find that strange because the GNPC board has issued a statement confirming that they have approved the payment as alleged by K.T Hammond,” Then he is said to have added, "The Board of Directors of the Ghana National Petroleum Corporation (GNPC), has approved the payment of ex-gratia to four former employees of the Corporation, comprising of two former Chief Executives and two Managers."

From Mr. Owusu's statements, it's not clear that the GNPC actually issued cheques to the four men after they had approved the payments and that they received them. So, Mr. Osei-Owusu, the ball is in your court. Make it clear to your target audience whether or not Mr. Tsikata and his three former colleagues were indeed issued cheques or they were paid the ex-gratia in any other form.
