Go to the advance nation or, Britain, our colonial masters and ask them if they pay ex-gratia? Who in government works for free? Do they have retirement package? If yes, why paying ex-gratia? Look at parliament. Going to the august house has become a gold mine because every four years, ex-gratia will be paid. Nonsense to the highest order.

Why are we so stupid? Do we sleep on hot stones thinking they are pillows?

If ex-Gratia is to prevent corruption, while give it to only certain people but not the whole government worker, especially the Police personnel?

Mr Otoo has not even realized what he is saying. His explanation is that, ex-Gratia is a bribe to beneficiaries to prevent them from corrupt behavior, which in itself is a crime.

How many times is Alba Bagbin and others like him going to collect this retirement benefit? He started collecting this benefit in 1996 and so far has collected close to $200,000 and will be collecting it again in early 2017 when the current Parliament session comes to an end.

Ayikoi makes it seem like Ex-Gratia has any potential to stem corruption out of our Politics, and even our entire Nation. That is a big sham. Our Politicians don't follow that dogma of, and are not responsive to, offering decent remuneration to dissuade workers from corruption. The Politicians, in particular, would always scheme to have more than what we give them legally.

In fact, the Ex-Gratia as has been rammed down our throats, now, has increased the urge for corruption in many folks. Those Politicians who have not yet had a chance to earn such Ex-Gratia are scheming in all ways possible, including employing corrupt means, to get into those Positions that would give them those benefits, excessively lucrative as they are.

Then, the Government Workers who are not eligible but believe they deserve similar benefits, are then enticed by the opulence they see in the Ex-Gratia to use 'any means possible' to have such wealth, too. Hence, the corruption among, say, the Police, for example, would not easily stop.

I think no one should be allowed to collect Ex-Gratia in multiples as you speak of Alba Bagbin. There should be some increment in the value of the benefits for those serving longer in those positions. But that should be sensibly graduated, and not simply be multiples of the same package for the number of terms served. It is sad that our Politicians designed the Ex-Gratia for themselves and shoved it down our throats.

We must start resorting to using independent Private Auditors for setting up such remunerations and retirement benefits for all our Public Employees, instead of allowing the Government (Including all the 3 Branches) create any ad hoc, biased Committee or Commission to set those up for us. These Commissions always produce what mostly favors those who appointed them. You cannot trust them to offer what is truly in the best interest of the Nation.

It is not the principle and the Law behind the Ex-Gratia that most Ghanaians have found questionable. It is the application of those that has engendered great worry among Ghanaians.

If the Law allows for Ex-Gratia to the President, say, it does not stipulate what exactly what it ought to entail. Any items of benefit that the President enjoys for Ex-Gratia were inserted in blank checks to rip the Ghanaians off. Period!

It is excesses of the benefits as are currently imposed on us by the same Officials who benefit from the Ex-Gratia that strongly points to a certain conflict of interest that has been overlooked.

Right now, the Ex-Gratia that President Kufuor's Executive led the Parliament to approve of for the Presidency is way far and above what even the USA Presidency receives. And there is no justification for that.

So, while the principle behind the benefit is to benumb the lure of corruption among our Officials, our Officials have overextended the benefit to let it encroach upon the safe core of our finances.

That is what most Ghanaians are concerned about. Let's face it, Ghanaian Officials are good at twisting the Laws to their convenience. Our Politicians have turned our Democracy into some fascist oligarchy. Our Institutions have all been corrupted, leaving only the freedom to vote as the only recognizable element of Democracy existing in our System.

No wonder we see the return to the fatal opposition to Political counterparts among the Political Parties.

So, Ayikoi must not attempt to blind us to the real problem of our Officials taking undue advantage of the Ex-Gratia Law to enrich themselves and their families immensely for the rest of their lives after retirement to the detriment of the Nation and all others.

The more alluring the Ex-Gratia, the more violent competitions to get into the Positions providing them would be.

We have made winning Political positions a sure license to become Millionaires without much hard work. So, for as long as private means to attain such wealth remain extremely limited, even our best intellectuals and professionals would abandon their normal routes for self-development to enter into Politics.

We have wrongly made Ex-Gratia, a retirement package, become more resourceful than what we make in Salaries in all our lifelong careers outside Politics. That is fundamentally defeating the very Principle Ayikoi claims the Ex-Gratia Law was intended for in curbing Corruption.

What Ayikoi Otoo is saying is an insult to the intelligence of Ghanaians. He has just admitted that those public officials mentioned as recipients of the Ex Gratia who are supposed to be exemplary in leadership and integrity are rather prone to corruption and must be pampered and patronized to put a six foot wall(which they can easily climb over) between them and corruption. What a nation of morons! Most sections of the1992 Constitution were maliciously flawed and skewed to the detriment of averag citizens and to the appeasement of greedy unpatriotic Ghanaians whose only purpose of serving the Nation is personal gain and aggrandizement. Right from get go, the framers of the constitution, majority of whom were Rawlings sympathizers handpicked by and for him had already given up on the fight against corruption if there was any to begin with and the message they were sending to Ghanaian officialdom was they're going to turn the blind eye to corruption and would unconditionally reward these men and women with end of service benefits at the end of their tenure of office. If this was meant to discourage corruption it should have been unambiguously stated in the constitution that the fight against corruption would be pursued relentlessly and religiously. Shame on Rawlings for creating a personality cult for himself! More shame on the constitution framers who were cowed into submission to do the Rawlings bidding but the most shame of all goes to Ghanaians who are blinded by tribalism, partisan politics and to the Rawlings personality cult and willfully disengage themselves from the active pursuit of a"Better Ghana Agenda" for all Ghanaians. Ghana is bigger than any group of individuals.

Who at all, entered into a covenant knowing well such a covenant is preposterous and appallingly unplumbed?

Who said venality only took place because the corrupted individual believes they wouldn’t have a salacious package after the terms of their office? If an individual contributed their quota into the fund such individuals are entitled to their contributions and dividend. For example, when you are fired from a job, you’re still eligible to your 410k here in America system. Therefore, those individuals warranted to be paid. When a system and its legal frameworks are based on partisanship rather neutrality that’s what you get in return.

Can anyone here attest that former president “Kufuor” was incorruptible; hence, they can one-sidedly vouch for his incorruptibility in taking his EX-GRATIA? Sometime, I retch when I overhear inconsequential arguments being put out to defend indefensible. Why should Ghanaian who are not lawmakers being requested to discuss legal matters apprehensive with judiciary activisms? This discriminatory judgment ought to stop; enough is enough. If the framers of the constitution stalwartly thought they needs Ghanaian sentiments then they should have drafted bill at the time and asked Ghanaians to vote that referendum. Not a cluster of idiot seating somewhere voting on bills that they themselves had no ideas about.

Politicking and political witch-hunting in Ghana is becoming of becoming. We are hemorrhaging our country with a gang of idiots running the helms of affirms. This pious baloney needs to stop. End EX-Gratia !!!!! This is a moral thing to do and has NO justification in our system! Introduce rather ESB (End of Service Benefit) to be PART of employment CONTRACT, and abide by it.
